The Tigers' Last Days

In tiny blue chairs set up in rows, a group of young children begin their lessons at a makeshift preschool in northern Sri Lanka. They listen to stories, learn their colors, giggle, fidget and cry. The children are among thousands of Tamils who have fled their homes in the past 12 months, as the Sri Lankan army has surged toward the end of a 25-year war against an armed separatist movement, the Liberation Tigers of Tamil Eelam (LTTE). Government officials and the aid agencies that help maintain the camp where these children live call them "internally displaced persons" (IDPs).

Their parents call them prisoners.

"We ask, but they don't release us," says a resident of this camp, in the Mannar district on the northwest coast. His family left their home by boat, only to be intercepted by the Sri Lankan navy and then handed over to the army, which brought them to one of several "welfare centers" set up to house Tamils fleeing the Vanni, the jungle areas at the heart of Tiger territory. "We were told, 'Two or three months, and then you can go,'" he says. "But now it's almost one year." There are about 450 people in this camp, including 39 children under the age of 5. The families live in shelters made of palmyra thatch and corrugated iron, while single folk make do with tents. They are kept behind barbed wire near a road lined with baobab trees and bunkers and are under the constant guard of soldiers. "They are suspected because they come from the Vanni," says an aid official. "They could be LTTE."

The Politics of Refugees

Sri Lanka's civil war began in July 1983, when more than 1,000 Tamils were killed in Colombo after a Tiger ambush of 13 army soldiers--though the LTTE's grievances go back much further, to what it says were decades of discrimination against ethnic Tamils, who are mainly Hindu or Christian, by the Sinhalese Buddhist majority. Few families in the island nation have been untouched by the violence--more than 70,000 people have died since the war began--yet Sri Lanka has managed to preserve its stunning beaches and lush hills, as well as a cosmopolitan outlook dating back to its history as a stop along the Spice Route.

In the past few weeks, hundreds of civilians have been killed in the fighting, according to the Red Cross, during an assault by the army, which is determined to finish off the Tigers once and for all. An estimated 250,000 civilians are still trapped inside a rapidly shrinking war zone--the last remaining 40 sq. mi. (103 sq km) held by the Tigers--and the army is preparing to expand the camps to house them. The Defense Ministry says more than 6,000 new IDPs crossed into army-held territory in just a few days in mid-February.

Journalists are not officially permitted into the camps, but TIME obtained firsthand information about them from organizations alarmed by the internment of civilians, a practice that violates internationally accepted conventions on the rules of war. The U.N. High Commissioner for Refugees (UNHCR), Human Rights Watch and several other local and international groups have been pushing Sri Lankan authorities for months to open up access. On Jan. 10, the Sri Lankan government instead turned several of the camps into "high-security zones," off limits to everyone except the U.N. and the Red Cross. A recently disclosed proposal to set up "welfare villages" where up to 200,000 IDPs could be kept for as long as three years was condemned by human-rights groups and opposition leaders; but this kind of treatment is a reality for the 13,000 people already in the camps. A Jan. 21 memo by UNHCR states that the restrictions on movement in these camps do not meet humanitarian standards, so the agency is trying to negotiate with the government to improve conditions. Neither the U.N. nor other groups want to help run the internment camps, but they feel they have little choice. "It's a service that has to be done," says a humanitarian official. "If we don't do it, then the people suffer."

They are already suffering; the long war has seen to that. "When the dust settles, we may see countless victims and a terrible humanitarian situation," says Jacques de Maio, head of Red Cross operations for South Asia. Hospitals, ambulances and even the so-called safe zones set up so civilians can escape the fighting have been hit. The government insists that it is doing everything possible to protect civilians and blames the LTTE for using civilians as human shields. But international observers are worried. Secretary of State Hillary Clinton issued a joint statement Feb. 3 with the British Foreign Secretary, David Miliband, expressing "serious concern about the deteriorating humanitarian situation in northern Sri Lanka" and calling on both sides to allow civilians to leave the front lines.

But if they leave, what will happen to them? The fate of Sri Lanka's IDPs is the central political issue that will face the nation when the army claims victory. "It's how the whole world will look at the country," says an official with an international aid agency. In the best case, the camps, under the monitoring eye of U.N. agencies, will be used as holding stations where the army can weed out any LTTE fighters who remain in hiding, before allowing civilians to return to the Vanni to rebuild the north. "In the worst-case scenario, they establish concentration camps for Tamils," the official says. There have been no reports of mass killings, but aid groups and human-rights workers say that they are troubled by reports of disappearances and that they cannot monitor the safety of detainees without full access to them.

Locked In--and Out

Most people detained in the welfare centers had no intention of becoming refugees. They all have their documents, families willing to take them in and the means to support themselves. The men worked as fishermen or shopkeepers, and those who fled the fighting by boat paid at least 100,000 Sri Lankan rupees per person (about $876) to escape. "We told all these things to the army commander," says a detainee, who also describes losing count of the number of letters he has written asking to be released. Fearing reprisals by the army, those in the camp ask to remain anonymous. They say they have enough to eat, clean water and latrines, but they just want to leave. "I feel like I'm going crazy," says another detainee. "I want to tell people that we are being kept without any reason."

The Sri Lankan government insists that its human-rights record is excellent compared with that of the Tigers. "In a war situation, you can't stop violating human rights in small ways," says Lakshman Hulugalle, a spokesman for the Sri Lankan Defense Ministry. "In Iraq, how many innocent people were killed?" Hulugalle says any concerns raised about the army's practices should also acknowledge the abuses of the LTTE and that there are many. Indeed there are. People from the Vanni say they left home not just to escape the fighting but also to get away from the forced recruitment of their children and from forced labor, which the Tigers used to build a massive, booby-trapped trench around parts of their stronghold in the jungle.

The detention of civilians serves a strategic purpose for the army as well. In the past, the Tigers were often able to recapture territory by sending guerrilla fighters into the general population. That's still a potent tactic. On Feb. 9, a female suicide bomber killed 28 people, including 20 soldiers, at a screening point for IDPs. This kind of asymmetrical warfare--the LTTE was the global pioneer in the use of suicide bombers--allowed a few thousand fighters to hold their own for decades against the Sri Lankan army's 50,000 soldiers. So the most recent army offensive uses a new strategy. The military clears people from every stretch of territory it captures. Those displaced must either seek shelter deeper in Tiger territory or surrender to government forces, which move them into camps. The result is a sort of scorched-earth policy that has helped the army capture and keep control of territory that the Tigers have held for more than a decade.

Facing the Gauntlet

Keeping those areas may prove more complicated. In the district of Mannar, for example, which the army has considered "liberated" since last July, people live under an unofficial curfew that turns the end of every workday into a race to get home before dark. Checkpoints are everywhere--in some cases within 165 ft. (50 m) of each other--and can turn a 15-minute trip into an hour-long ordeal, as soldiers question anyone whose identification papers mark him or her as an outsider or a possible LTTE member. Few people outside Mannar are aware of the extent of the militarization. Journalists are not allowed free access, and it is forbidden to take pictures of any military personnel or installation--not even the 16th century Portuguese fort at the tip of Mannar Island, which is used as an army camp.

Such security measures, like the detention camps, have so far prevented the Tigers from taking back Mannar. But this strategy may not be sustainable throughout the Tamil-majority areas of the north and east. The Sri Lankan government holds up the eastern province of the nation as a model of postconflict governance; the army took control of the area in 2007, and the government held local elections last year. But even in the east, 50 civilians were killed in November alone, according to local media, in violence involving two former Tiger factions as well as military and paramilitary forces. This growing insecurity, says Paikiasothy Saravanamuttu, executive director of the Centre for Policy Alternatives, a public-policy institute based in Colombo, is a result of the government's failure to think beyond its military strategy. "You can snatch a political defeat from the jaws of military victory," Saravanamuttu says.

Going for Broke

Though many outside Sri Lanka have called for a political settlement, President Mahinda Rajapaksa has staked his leadership on a military defeat of the LTTE. Since taking office in 2005, he has redefined the conflict as a "war on terrorism" and cast himself as a son of the soil, a loyal defender of the Sinhalese Buddhist majority. "The average Sinhalese person trusts him," says Saravanamuttu. "He's seen very much as a man of the people." The war has the overwhelming support of Sri Lanka's rural heartland in the south, and Rajapaksa is unlikely to seek a truce when triumph is finally within sight. All that remains is to find Velupillai Prabhakaran, the Tiger commander who has outlasted five Sri Lankan Presidents and is wanted for ordering the assassination of an Indian Prime Minister, Rajiv Gandhi.

If Rajapaksa can vanquish Prabhakaran, he will have just one foe left: the economy. The cost of the war may be more than the country can afford, with the defense budget far exceeding the government's revenue after servicing of the national debt. "It just doesn't work," says Harsha da Silva, an economist and consultant to the Asian Development Bank. A victory would reduce that spending but might also bring down with it a rural economy propped up by soldiers' salaries and pensions. In many villages, the army is the main employer, and without it, families will begin to feel the full effect of the global recession in the garment, tourism and tea industries--the three pillars of Sri Lanka's economy. The government's only response so far has been to tighten import controls and promote local agriculture.

For now, Rajapaksa looks like a man vindicated. If the LTTE is indeed defeated, a generation of Sri Lankans--including the children held in the camps of Mannar--will, for the first time, begin to live in a country that is not at war.

What will that country look like? It will still have its legendary natural beauty. Mannar's isolation has made it a paradise for birds such as the brilliant blue Indian rollers that skim over the salt marshes. And some are hopeful that with the end of the Tigers, there will be room for a new dialogue between Tamils and Sinhalese, says Ahilan Kadirgamar of the Sri Lanka Democracy Forum, an advocacy group. But for Tamils from LTTE territory, Kadirgamar notes, "their sense of citizenship will be determined by how they are treated." They may re-enter Sri Lankan society only to find themselves subject to security measures that fulfill the worst predictions of the Tigers' relentless propaganda about the persecution of Tamils. Rajapaksa's muscular, nationalist ideology appears to be winning the war. But it may be at the cost of the open, outward-looking, multiethnic character of the nation that Sri Lanka once tried to be.

அமெரிக்க ஐரோப்பியர்களது தென்னமெரிக்கா, ஆபிரிக்கா, ஆசியா தொடர்பான பார்வைகளையும் அவர்களது இயற்கையூடான அவர்களது வளர்ச்சியில் இருந்து முற்றாக பிய்த்து எறிந்து விடும் நோக்கிலான நடவடிக்கைகளும் எமக்கு புதிதானவை அல்ல. ஆனால், அவை தொடர்பாக நாம் எப்போது கரிசனையுடன் இருந்திருக்கின்றோம் என நிச்சயம் யோசித்தே ஆக வேண்டும். தென்னமெரிக்க இசையை மேற்கு சில காலங்களுக்கு முன்பே தனக்குள் உள்வாங்கியாகிற்று. சகீரா மூலமாகவும் ரிக்கி மார்டின் மூலமாகவும் தென்னமெரிக்கர்கள் பெற்றுக்கொண்டதை விட இழந்தது மேல் என்பதை நாம் நிச்சயம் உணர்ந்து கொள்ள வேண்டும். ஆயினும் தெனமெரிக்க இசை தற்போது மேற்குடன் இயைந்த இசையாகவே பார்க்கப்படும் நிலை காணப்படுகின்றது. உலகமயமாதல் தீவிரத்துடன் இயங்கும் போது அதனை மறுதலிக்க முடியாவிட்டாலும் அதன் பாத அம்சங்களை நாம் கருத்தில் எடுத்துக் கொண்டே ஆகவேண்டும். அதன் மூலமே உலகமயமாதலின் சாதக வெளிகளில் எம்மால் புகுந்து கொள்ள முடியும்.

சல்மான் ருஷ்டி, வி.எஸ். நைபோல் போன்றவர்கள் இந்தியா தொடர்பான தமது பார்வையை கீழ்த்தட்டில் இருந்து முனைத்தவர்கள் அல்ல. அவர்கள் இந்திய கலாச்சாரத்தின் காட்டுமிராண்டித்தன்மையை மேற்கின் பார்வையில் இருந்து முன்வைத்தார்கள். அதனால் அவர்கள் மேற்கால் கொண்டாடப்பட்டார்கள். அமிதாப்பச்சன் ச்லம்டோக் மில்லியனர்ஸ் தொடர்பாக முன்வைத்த விமர்சனம் தொடர்பாக நாம் சில கவனத்தைச் செலுத்தியே ஆக வேண்டும். இந்திய தேசியத்திற்காக மராட்டிய சமூக அமைப்பைத் தூக்கி எறியக்கூடிய பச்சன் குடும்பம் ச்லம்டோக் மில்லியனர்ஸ் இந்திய சமூகத்தை வெளிநாடுகளுக்கு காட்டிக் கொடுக்கும் திரைப்படம் என்று கூறுவதில் நாம் வியப்படையத் தேவையில்லை. ஆனால், மேற்கின் பார்வையில் இந்திய சமூகத்தை விளங்கிக் கொள்ள முனையயும் பலரும் இத்திரைப்படத்தை மூர்க்கமாக ஆதரிப்பார்கள் என்பதில் எனக்கு எப்போதும் மாற்றுக்கருத்தில்லை. இதே செயற்பாடுதான் நோபல் மற்றும் புக்கர் பரிசுகள் விடயத்திலும் நடைபெற்றது. தேசியம் காயப்படும் பொது நொந்துபோகும் பச்சன் குடும்ப மனநிலையில் இருந்து வருவதல்ல எனது கருத்து. மாறாக உலகமயமாதலுக்கான கதவு ரகுமான் மூலம் இன்னொரு தடவை ஆசியாவில் திறக்கப்பட்டிருக்கின்றது என்பதே எனது மாற்றுப் பார்வை. இதனை முற்றாக நிராகரிப்பது என்பது எம்மால் முடியாதது. ஆனால், திறந்த கதவின் மூலம் நாம் கடந்து வந்த மரபின் தொடர்ச்சியுடன் முன்னேறப் போகின்றோம் என்பதே எனது கேள்வி. ரகுமானுக்காக குதூகலிக்கும் மனங்களுக்கு இது தொடர்பான பிரக்ஞை இருக்கின்றதா எனக் கேட்டால் நான் நிச்சயமாக இல்லை என்றே பதில் சொல்லுவேன்.

வி.எஸ்.நைபோலுக்கும், சல்மான் ருஷ்டிக்கும், ஐஸ்வர்யா ராய் இனது முற்றான தொடர்ச்சிதான் ரகுமான் எனக்கூறுவோர் உலக அரசியல் வரலாறு தொடர்பாக தீர்க்கமான அறிவு இல்லாதோரே. முன்னையவர்கள் காலங்களில் இல்லாத விசேட அரசியல் காலம் ஒன்று ரகுமான் காலத்தில் இருக்கின்றது. முன்னையவர்களது இருந்த இந்திய சமூகம் பற்றிய எதிர்ப்பு மனநிலை ரகுமானிடம் இல்லை. இந்திய தேசியத்தை ஆதரிக்கும் மனநிலை ரகுமானிடம் அதிகம் உண்டு. முன்பும் இந்தியர்கள் சர்வதேச அளவில் புகழ் பெற்ற அதே தொடர்ச்சிப்புள்ளியில் ச்லம்டோக் மில்லியனர்ஸ் புகழ் பெற்றுள்ளது. ஆனால், இத்தொடர்ச்சிப் புள்ளியில் ரகுமான் விலகுகின்றார். ரகுமானது முகம் உலக அளவிலான புதிய முகத்தை இந்தியாவிற்கு வழங்கப் போகின்றது.

1987 ஆம் ஆண்டு பிராந்திய வல்லரசு என்ற அளவில் இருந்த இந்தியா இன்று உலக வல்லரசுகளில் ஒன்று என்பதே எம்மிடம் இருக்கும் மிகப்பெரிய செய்தி. இதற்காக அது தனது அனைத்து 'அறிவை' யையும் மேற்கினது அறிவுத் தொடர்ச்சியிடம் இழந்தது என்பதே சோகம். பண்பாடுகளது 'கலப்பு' என்பது எப்போதும் ஒன்றினது 'இழப்பின்' மூலம் நடந்தேறுவது அல்ல. அதை நாம் எப்போதும் கவனத்தில் வைத்தே ஆகவேண்டும். சமூகம் தனக்கான 'அறிவை' முற்றாகப் புறக்கணித்து புதிய அறிவை உள்வாங்குவது தொடர்பில் எமக்கிருக்கும் கரிசனை கேவலமானது. அதுதனியே தொழில்நுட்பம், மருத்துவம், இசை, சமூகவியல், அறிவியல் என அனைத்துத் துறைகளுக்கும் பொருந்தும். மேற்குலகுடனான அறிவு ஊடாட்டத்தில் இந்தியா செலுத்திய விலையே இன்று ரகுமானுக்கான விருதாக வந்து கிடைத்திருக்கின்றது.

இவ்விடத்தில் ஈழப்பொராட்டத்தில் பங்குபற்றிய ஈரோஸ் அமைப்பின் ஸ்தாபகர்களில் ஒருவரான அருளரது மகளான மாயா விற்கு விருது தவறியிருக்கின்றது. அதன் அரசியல் முக்கியமானது. இன்றைக்கு மாயா விற்கு ஒச்கார் கிடத்திருந்தால் இலங்கை இனப்பிரச்சனை உலக அளவில் முக்கியத்துவப்படுத்தப்பட்டிருக்கும். அது தவறிப் போய்விட்டது. அது தொடர்பானதே எனது கரிசனை எல்லாமே தவிர மாறாக இன உணர்விற்கு தீனி போடுவது தொடர்பாகவோ அல்லது கீழைத்தேய இசை மரபை முற்றாக இழந்த மாயா தொடர்பாகவோ அல்ல. அதே நேரத்தில் மேற்கிசையிலாயினும் விளிம்பாக்கப்பட்ட விடயத்தை அவர் தன்னிடம் கொண்டிருந்தார். அதற்காக நாம் அவரைப் பாராட்ட வேண்டியிருக்கின்றது. அவரது அரசியல் காரணமாகவே அவர் தனது விருதை இன்று இழந்திருந்திருக்கக் கூடும். ரகுமானுக்காக சந்தோசப்படுவதை விட மாயாவிற்காகக் கவலைப்பட வேண்டும் என எப்போது வன்னியில் பலியாகும் மக்களுக்காக கவலைப்படுவதையே தமது பங்களிப்பாகக் கருதும் முட்டாள்களுக்குத் தெரிந்திருக்காது என்பது பரம ரகசியம் அல்ல. அது மிக வெளிப்படையானது. எப்போதும் தமது நலன்களை மாத்திரம் கொண்டியங்கும் எதுவித அரசியல் பிரக்ஞையுமற்ற எமது முட்டாள் சமூகத்திற்கு இவற்றை எப்போதும் புரிய வைக்க முடியாது என்ற அசைக்கமுடியாத நம்பிக்கை எனக்கெப்போதும் இருக்கின்றது.

1987 ஆம் ஆண்டிற்கும் 2009 ஆம் ஆண்டிற்கும் இடையில் இந்தியாவின் முகத்தில் மாற்றம் உண்டு. அன்றைய பிராந்திய வல்லரசான இந்தியா இன்றைய உலக வலரசுகளில் ஒன்று. இந்தியாவின் காட்டுமிராண்டித்தனத்தையும் வறுமையையும் எழுதிய சல்மான் ருச்டிக்கும் இந்திய தேசிய கீதத்தைப் பாடி இந்திய தேசியத்தை ஒன்றிணைத்த ரகுமானுக்கும் வித்தியாசம் உண்டு. இன்றைய இந்தியா வல்லரசுக்கனவுக்காக தனது அனைத்து கதவுகளையும் உலகமயமாதலுக்காகத் திறந்துவிட்ட இந்தியா. அன்றைய இந்தியா அணிசேராக் கொள்கையைக் கடைப்பிடித்தவாறு முன்னேறிய இந்தியா. இந்த மாற்றங்களுக்குப் பின்னரும் தமிழீழப் போராட்டம் தனியே இராணுவ ரீதியாகப் படைகளைக் கட்டியெழிப்பியதை மாத்திரம் செய்து கொண்டிருந்தது. இந்தியாவ்ன் முகம் மாறுவதை நாம் அவதானிக்கவில்லை. தற்செயலாக மாயா போன்றவர்களது வரவு அமைந்ததே தவிர நாம் எப்போது திட்டமிட்டு இயங்கியிருக்கின்றோம். ?

மேற்கு ஊடகங்கள் இலங்கையில் நடைபெறும் இன அழிப்பு போரை உதாசீனப்படுத்துகின்றன. காசாவிற்காக குரல் கொடுத்தவர்கள் நமது விடயத்தில் பாராமுகமாகவே இருக்கின்றார்கள். இவ்விடத்தில் மாயா விற்கு இவ்விருது கிடைத்திருந்தால் மாயா நிச்சயமாக எமது பிரச்சனையை இன்று சர்வதேசம் பார்த்துக் கொண்டிருக்கும் நேரத்தில் கூறியிருப்பார். ஆனால், நாம் அதை இழந்துவிட்டோம்.

இவ்விடத்திலேயே தமீழப் போரில் ஈழத்தமிழர்கள் தொடர்பாக அக்கறை கொண்டிருக்கும் மாயா ஒஸ்கார் விருதை இழந்திருப்பதையும் தமிழர்களுக்கெதிராக யுத்தத்தை நடாத்தும் இந்திய தேசியத்திற்காக தேசிய கீதம் பாடிய ரகுமான் விருதைப் பெற்றிருப்பதும் நிகழ்ந்திருக்கின்றது.

பழைய இயக்ககாரர் ஒருவர் கூறிய விடயம் ஒன்றைக் கூற வேண்டும். 80 களில் பிரபாகரன் கூறிய விடயம் தொடர்பானது. 'நாம் பிராந்திய வல்லரசை எதிர்கொள்ள வேண்டி வரலாம். அவ்வாறே உலக வல்லரசையும் எதிர்கொள்ள வேண்டி வரலாம்' என்று. அது இன்று உண்மை. 1987 இல் போராட்டம் பிராந்திய வல்லரசை எதிர்கொண்டது. இன்று உலகவல்லரசாக மாறிய இந்திய வல்லரசை எதிர்கொள்கின்றது.

எம்மை ஒடுக்கும் அனைத்துக் கூறுகளையும் ஆதரித்தவாறு நாம் வன்னியில் சாகும் பிணங்களைக் கண்டு அழுவதில் பிரயோசனம் இல்லை. அப்படி அழுபவர்கள் மறைமுகமாக பிணங்களி எண்ணிக்கையைக் கூட்டுவதை மட்டுமே செய்துகொண்டிருப்பார்கள் தாம் செய்வது புரியாமலே..! நாம் இவ்விருதில் சந்தோசப்படுவத்ற்கு நமக்கு சாதகமாக இருப்பது குறைந்தளவு வெளிகளே. ஒருவகையில் இந்தியா வல்லரசாகியற்கும் இலங்கையில் தமிழர்களை அழிப்பதற்கும் மேற்குலகு கொடுத்த சான்றிதழ். அதே மாயா விற்கு கிடைத்திருந்தால் ரகுமானது விருதை நினைத்து நாம் சந்தோசப்பட்டிருக்கலாம். அது ஒடுக்கப்பட்டவர்களுக்கான அங்கீகாரம். அதனாலேயே மாயாவிற்கான விருது மறுக்கப்பட்டிருக்கும்.

சாராம்சமும் சில மேலதிக குறிப்புக்களும்.
1. மேற்குலகத்தினது ஆபிரிக்கா, ஆசியா பற்றிய பார்வையைத் திருப்திப்படுத்தும் விடயங்களை மேற்குலகம் தூக்கிப்பிடிப்பது இது முதல்முறை அல்ல. ஆனால், அதைக் கூறியவாறிருப்பது என்பதும் தீர்வல்ல. மேற்கின் விருதுகள் பெரும்பாலும் அரசியல் மற்றும் பொருளாதார நலன் சார்ந்தவை. அதை யாரும் மறுக்கவும் முடியாது. ஆனால், இதைக்கூறியவாறு நாம் மறுதலிப்பு அரசியல் செய்து கொண்டிருக்கவும் முடியாது. மாறாக அது தொடர்பான பிரக்ஞையை ஏற்படுத்துவதை மட்டுமே செய்ய முடியும். விருதுகளின் அரசியல் என்பது இன்று நேற்றான விடயம் அல்ல. அதன் பாதை மிக நீண்டது. அதன் பாதையில் ரகுமானுக்கான விருதும் மாயாவுக்கான மறுப்பும் நிகழ்ந்திருக்கலாம். ஏற்கனவே பொறிஸ் பஸ்டர்நாக், நைபோல், சல்மான், ஞாபகத்திற்கு வராத ஆபிரிக்க எழுத்தாளர்கள் நம் கண்முன் வந்து போகின்றனர். அதை இலகுவாக எடுத்துக் கொள்ள முடியவில்லை. அதற்காக முற்றுமுழுதாக வலியுறுத்த்வும் முடியவில்லை.

2. இந்திய தேசியத்தால் முஸ்லிம்கள் ஒடுக்கப்பட்டுக் கொண்டிருக்கும் அதே நேரத்தில் ரகுமான் இந்திய தேசிய கீதம் பாடி இந்தியாவை வலுபடுத்தினார். இந்தியாவில் இருந்து பிரிந்து போக எத்தனிக்கும் காஸ்மீர், வடகிழக்கு மாநிலங்களில் வாழவர்களுக்கு ரகுமான் மீது எரிச்சல் வந்திருப்பதில் சந்தேகமில்லை. நரேந்திர மோடியால் முச்லிம்கள் குஜராத்தில் கொல்லப்பட்டபோதும் ரகுமான் இந்திய தேசியவாதம் சார்ந்தே தனது நிலைப்பாட்டை வெளிப்படையாக அன்றி மறைமுகமாக வெளிப்படுத்தினார். ரகுமான் அரசியல் விடயங்களில் தன்னை ஈடுபடுத்திக் கொண்டதில்லை என்ற போதிலும் இந்திய தேசியவாதத்தை அவர் ஆதரித்தே வந்திருக்கின்றார். ரகுமான் இந்திய தேசியவாதத்தை எதிர்க்கும் நபராக இருந்திருப்பின் அவரால் இந்திய அளவிலேயே புகழடைய முடியாமல் போயிருக்கலாம். ரகுமானது இசைத்திறமை பற்றி எனக்கெப்போது மாற்றுக்கருத்து இருந்ததில்லை. உண்மையில் நான் ரகுமானது இசையின் ரசிகன். ஆனால், அவரது அரசியல் மௌனம் அபாயகரமானது. ஆளும் வர்க்கத்தை மறைமுகமாக ஆதரிப்பது. சமூகம் தொடர்பான அக்கறையின் காரணமாகவும் ரகுமானை விடத்திறமையான எத்தனையோ இசைக்கலைஞர்கள் இவ்வுலகத்தில் இருந்திருக்கின்றார்கள். இருக்கின்றார்கள். இறந்திருக்கின்றார்கள்.

3. உலகமயமாதலுக்கு தன்னை பெரும்பாலும் உட்படுத்திக் கொண்டதே ரகுமானது இசை. மேற்கினது இசையைப் பெரும்பாலும் உள்வாங்கியதே அவரது இசைவடிவம். கீழைத்தேய இசை மரபை அவர் மேற்கு இசையுடன் கலப்பு செய்தமை என்பற்கான சந்தர்ப்பங்கள் மிகக்குறைவானது. இனிமேல் அவர் அது தொடர்பான கரிசனையை வெளிபடுத்துவார் என் நாம் எதிர்பார்க்கவும் முடியாது. மரபுகளையும் பண்பாட்டையும் பேண முற்படும் அடிப்படைவாதிகளதொ அல்லது பாமர இசையில் தம்மை மூழ்கடித்துவிட்டு புதிய இசை என்பதையே இரைச்சலாகப் பார்க்கும் மனநிலையில் இருந்தோ எனது விமர்சனம் எழவில்லை. மாறாக ஒவ்வொரு சமூகத்தினது தனிப்பட்ட அறிவு தொடர்பானதே எனது கருத்து.

4. ரகுமான் இந்திய தேசியத்தினது ஒதுக்கல்களை விமர்சித்தோ அல்லது பாரம்பரிய இந்திய இசைக்கூறுகளை முன்னிறுத்தியோ தனது இசைப்பயணத்தை தொடர்ந்திருந்தால் இந்நிலையை அடைந்திருக்க முடியுமா என்பது சந்தேகமே. இவ்வாறே மாயா அருள்பிரகாசம் தீவிரவாத எதிர் நிலைப்பாட்டை எடுத்தவாறு புலிகளை விமர்சித்திருந்தால் அவருக்கு இந்நேரம் ஒச்கார் கிடைத்திருக்கக் கூடும். ஆளும் வர்க்கங்கள் சில அளவீடுகளைக் கொண்டுள்ளன. அவற்றைத் திருப்தி செய்பவர்களுக்கு மாத்திரமே வளர்ச்சி, புகழ், விருது எல்லாம் சுலபமானவை. மாயாவிற்கான வாய்ப்பு அவரது அரசியல் நிலப்பாடால் தகர்ந்து போயிருக்கலாம் என்பதை நினைத்து வருத்தப்படுவதா அல்லது ரகுமானது அரசியல் நிலைப்பாடற்ற நிலையைக் கண்டு சந்தோசப்படுவதா என்பது அவரவர் நிலைப்பாடு.

5. இந்தியர்கள் பெரிய அளவில் ஏற்கனவே புகழ்பெற்றிருக்கின்றார்கள். ஆனால், அவர்கள் பெரும்பாலும் மேற்கத்தையவர்களாக முற்றுமுழுதாக மாறிப்போன இந்தியர்களே. நான் இந்தியன் என்று மார்தட்டி நின்ற இந்தியன் ரகுமானாக இருப்பது தான் இந்தியாவின் அரசியல் பரிமாணத்தை புதிதாகக் காட்டுகின்றது. இந்தியாவின் வல்லரசுத்தன்மையை எமக்குணர்த்தி நிற்கின்றது. இம்மனநிலை மேற்கிற்குப் புதிது. இதே நேரம் பீகாரில் ஸ்லம்டோக் இல் வரும் 'டோக்' என்பதை நீக்கக்கோரி ஆர்ப்பாட்டங்களும் நடைபெற்று அருகின்றன.

6. விருதுகளால் ஓரஙட்டப்பட்டவர்கள் ஒருபுறமிருக்க, அரசியல் காரணங்களுக்காக விருதுகளை நிராகரித்த சம்பவங்களும் இவ்விடத்தில் எமக்கு ஞாபகம் வருகின்றது. ழீன் போல் சர்த்தர் என்ற பிரெஞ்சு எழுத்தாளருக்கு 1964 ஆம் ஆண்டு இலக்கியத்திற்கான நோபல் பரிசு கிடைத்தது. அதை அவர் நிராகரித்தார். அதற்காக அவர் கூறிய காரணம் மிக முக்கியமானது. நோபல் பரிசானது மேற்கு ஐரோப்பிய நாடுகளது எழுத்தாளர்களுக்கும் கிழக்கு ஐரோப்பிய நாடுகளது கலகக்காரர்களுக்கும் ஒதுக்கி வைக்கப்பட்டது போல் இருப்பதாக அவர் குறிப்பிட்டார். அது மட்டுமல்லாது விளையாட்டில் அதாவது ஒலிம்பிக்கில் இனவெறிக்கெதிராக கறுப்பர்கள் பதக்கங்களை நிராகரித்த சந்தர்ப்பங்களும் உண்டு. இவ்வாறே பிரச்சன்ன விதானகே என்னும் சிங்கள திரைப்பட இயக்குநருக்கு ஜனாதிபதி விருது கிடைத்த போது அவர் அவ்விருதை மறுத்துவிட்டார். அவரது புரகந்த கலுவர என்னும் திரைப்படத்தை சந்திரிக்கா தடைசெய்து வைத்திருந்தமையை காரணமாகக் குறிப்பிட்ட்ருந்தார்.

இவ்வாறே, அசோக ஹந்தகம என்னும் இயக்குநர் தனக்கான விருதை மறுத்தார். இலங்கையில் இனப்பாகுபாடு அரசாங்கத்தால் காட்டப்படுவதாகக் கூறியே விருதை அவர் மறுத்திருந்தார். மறுத்ததோடு மட்டுமல்லாது அவ்விருதின் மூலம் கிடைக்க வேண்டிய பணத்தை யாழ்ப்பாணப் பொது நூலகத்திற்கு கொடுக்க வேண்டும் எனவும் கூறியிருந்தார். சிலவேளை ரகுமான் இலங்கையில் நடைபெறும் இன அழிப்பு போரைப்பற்றி ஏதாவது கூறியிருந்தால் விருதுகளின் அரசியல் பற்றிக் கவலைப்படாமல் நான் 'எதிர்-இசை' அல்லது 'இசையும் போராட்டமும்' அல்லது 'புரட்சியில் இசைக்கலைஞர்களின் பங்கு' பற்றிக் கதைத்துக்கொண்டிருப்பேன்.

யார் இந்த காஸ்மாபாலிட்டன் அறிவுஜீவி ரோகிகள்?

நோம் சாம்ஸ்கி என்ற அமெரிக்க நாட்டு மொழியியல் அறிஞர் உலகின் மனசாட்சி என்று அறியப்பட்டவர். நான் தொடர்ந்து இவர் நூல்களைப் படிப்பவன்.

மொழியியலையும் தத்துவத்தையும் இணைத்து எழுதி உலகப் புகழடைந்தவர் சாம்ஸ்கி.

அமெரிக்காவின் ஒற்றை வல்லரசுத் தன்மையை அந்நாட்டால் பாதிக்கப்பட்ட பிற நாடுகளுக்கு விளக்கியவர். ‘எனது அமெரிக்கா’ எனப் புலம்பாதவர்.

சமீபத்தில் நண்பர் நாகார்ச்சுனன், ‘லங்கா கார்டியன்’ பத்திரிகையின் வாஷிங்டன் பிரதிநிதி, சாம்ஸ்கியிடம் கேட்ட கேள்விகளையும் அவற்றிற்கு சாம்ஸ்கி சொன்ன மறுமொழியையும் என் கவனத்துக்குக் கொண்டு வந்தார்.

சாம்ஸ்கி தனக்கு இலங்கை பிரச்சினை பற்றி போதிய அறிவு இல்லை என்று கூறியுள்ளார். எனினும் லங்கா கார்டியன் பிரதிநிதி சாம்ஸ்கியை விடவில்லை. புலிகளை நியுரன்பர்க் விசாரணை போன்ற ஒன்றின்மூலம் தண்டனை கொடுப்பதுபற்றி சாம்ஸ்கி என்ன நினைக்கிறார் என்று மடத்தனமாகக் கேட்கிறார். சாம்ஸ்கி மீண்டும் மீண்டும் வன்முறைகளில் ஈடுபடுகிறவர்களும் யுத்தக் குற்றவாளிகளும் கண்டிக்கத்தக்கவர்கள் என்கிறார். ஓரளவு இலங்கை அரசில் பல யுத்தக் குற்றவாளிகள் இருக்கமுடியும் என்ற தொனி சாம்ஸ்கியின் பதிலில் உள்ளது. ஆனால் ராஜபக்ஷவின் ஆதரவில் ஐ.நா.வில் வேலைபார்க்கும் லங்கா கார்டியனின் ஆசிரியரைத் திருப்திப்படுத்த முனைந்து நிற்கிறார் லங்கா கார்டியன் பிரதிநிதி. இந்த மாதிரி லும்பன்களிடத்தில் சாம்ஸ்கி பேச ஒத்துக் கொண்டிருப்பதே அவரது பெயருக்குக் களங்கம்.

சாம்ஸ்கி பற்றித் தொடர்ந்து உலகின் பல பாகங்களிலும் அக்கறை காட்டுகிறார்கள். இந்தியாவில் சாம்ஸ்கியை அழைத்து அவரது சொற்பொழிவுக்கு ஏற்பாடு செய்பவர் சென்னையைச் சார்ந்த, ‘இந்து’ ராம். லங்கா கார்டியனும் ‘இந்து’ பத்திரிகையும் கைகோர்த்து அகில உலக இடதுசாரி மனோபாவத்தை உற்பத்தி செய்ய முயல்கிறார்கள்போல. இந்தியாவின் சி.பி.எம். என்ற இடதுசாரி நிறுவனமும் ‘இந்து’ ராமும், இலங்கையின் ஜே.வி.பி.யும் லங்கா கார்டியன் போன்றனவும் ஓரணியில் வரமுடியும், இந்த ‘வேரில்லா’ நிறுவனத்தன்மைகொண்ட இடதுசாரிகள்பற்றி தனியான ஒரு சொல்லாடலை உருவாக்கி இவர்களின் சுய ரூபத்தைப் புரிந்து கொள்ள வேண்டும். சி.பி.ஐ.கட்சியின் தமிழ்சார் நிலைப்பாட்டை இந்த ஆய்வில் முக்கிய உரைகல்லாக நாம் எடுக்க முடியும்.

முத்துக்குமார் மரணத்தருவாயில் எழுதிய கடிதத்தின் மேற்கோளான திருக்குறள் மீண்டும் இங்கே எனக்கு நினைவுக்கு வருகிறது. அறத்திற்கே அன்பு சார்பென்பர் அறியார் மறத்திற்கும் அஃதே துணை என்ற கருத்து மீண்டும் மீண்டும் புதுப்புது அர்த்தங்களைப் படைத்துக் கொண்டே போகமுடியும். அரசு என்பது மறம். அத்தகைய மறம் பல்வேறுமுறையில் வேறு மறத்தை உற்பத்திசெய்கிறது. புலிகளின் மறம், இலங்கை அரசின் ஒற்றைமுகமாக்கலை நோக்கிய கிரமமான வளர்ச்சிக்கான ஒரு தர்க்கரீதியான எதிர்வினை. அவ்வளவுதான். வன்முறைபற்றி சாம்ஸ்கி கூறும்போது அது தீர்வாகாது என்ற தொனியில் பேசுகிறார். ஐ.நா.சபை போரை நிறுத்தச் சொன்னாலும் தான் கேட்கப் போவதில்லை என்று கூறும் அரசின் மறத்தை இன்னொரு மறம்தான் தடுக்கமுடியும்.

மெதுமெதுவாக உலகமெங்கும் அதிகாரம் என்ற மறம் கோலோச்சுகிறது. அங்கு மறம் புதிய வடிவத்தை மேற்கொள்கிறது. மறத்திலிருந்து பயங்கரவாதம் தோன்றுகிறது. அகில உலகத்தின் வெளிவிவகார நடவடிக்கைகள் எப்போதும் ஒழுக்கக்கோட்பாட்டைப் பின்பற்றாதவை. அமோரல் (amoral) தன்மை கொண்டவை. இதனுடன் சம்பந்தப்பட்டவைதான் பயங்கரவாதம். பயங்கரவாதத் தன்மை அரசுகளின் ஒழுக்கத்துக்கப்பாற்பட்ட நடவடிக்கையோடு சம்பந்தமுள்ள காரியம்தான்.

ஜோசப் கான்ராட் நாவல் ஒன்றில் வெளிநாட்டுத் தூதுவர் இன்னொரு நாட்டில் குண்டுவெடிப்பதற்குச் செய்யும் நடவடிக்கைகள் வரும். பிற நாடுகளை அழிப்பதற்கு உளவு பார்ப்பது, லஞ்சமாகப் பெண், பணம், பதவிகள், விருந்துகள் தருவதுதான் தூதுவர்களின் பணி.

பெண்கள், பிராமணர்கள், பசுக்களை யுத்தம் நடக்கும் இடத்திலிருந்து அப்புறப்படுத்தும் நீதியின் காலம் மலைஏறிவிட்டது. உலகின் ஒவ்வொரு நாட்டிலும் உள்ள படைகள்தான் மனித ஒழுக்கத்தைக் கேள்விகேட்கும் நிறுவனங்கள். நீதி, நியாயம், அன்பு, பாசம் எதுவும் செயல்படாத நிறுவனம் இது. இதனைப் புரிந்த சில தெய்வத்தன்மை கொண்ட மனிதர்கள் சேர்ந்து ஓருலகம் என்ற (one world) கோட்பாட்டைச் சிந்தித்தார்கள். பெட்ரண்ட் ரஸ்ஸல் பெயர் இந்த இடத்தில் எனக்கு ஞாபகம் வருகிறது.

இப்போது என் மேசைமீது சாமஸ்கியின் ‘அறிவு மற்றும் விடுதலை பற்றிய பிரச்சினைகள்’ என்ற நூல் இருக்கிறது. இரண்டு கட்டுரைகள் இந்தச் சிறிய நூலில் உள்ளன. இரண்டும் பேராசிரியர் நோம் சாம்ஸ்கியால் சொற்பொழிவுகளாகக் கொடுக்கப்பட்ட கட்டுரைகள். லண்டன் டிரினிடி கல்லூரியில் 1971-ஆம் ஆண்டு பெட்ரண்ட் ரஸ்ஸல் நினைவுச் சொற்பொழிவுகளாகக் கொடுக்கப்பட்டுள்ளன. சாம்ஸ்கியும் பெட்ரண்ட் ரஸ்ஸலும் இரண்டு மகாமனிதர்கள். அரசுகளைத்தாண்டி மனித நியாயத்தை யோசித்தவர்கள். அரசுகளின் கையில் இருக்கும் அணுக்குண்டுகள், படைகள், சட்டதிட்டங்கள், ஆள்பலம் இவற்றை மீறிக் கருத்துககளால் செயல்படமுடியும் என்பதை நம்பியவர்கள். யுத்தங்களைவிட கருத்துகள் வலிமையானவை எனக் கூறியவர்கள். ஏனெனில் கருத்துகள் மொழியில் உருவாக்கப்படுபவை என்ற தத்துவச் சிந்தனையை இருவரும் ஏற்கிறார்கள்.

சாம்ஸ்கியின் சிந்தனையான இயல்புக் கொள்யை (Innate Principle) இன்று பலருக்குப் பரிச்சயமானது. மொழியானது அகில உலக மனிதர்களின் ‘உறைந்த இயல்பு’ என்பது போன்ற சிந்தனைஇது. மொழியும் மனிதச் சிந்தனையும் பின்னிப் பிணைந்திருக்கிறது. எல்லா மனிதர்களும், சாதி, இன, மத, மொழி வேறுபாடற்று உயர்ந்தவர்கள் என்ற சிந்தனையைக் கூறுகிறது இக்கோட்பாடு.

முதல் கட்டுரையில் இயல்புக் கோட்பாட்டோடு உலகின் முக்கியமான தத்துவவாதிகள் சிலரின் சிந்தனைகளை ஒப்பிடுகிறார். கூட்மன், லாக், லெப்னிஸ், கான்ட், ஹ்யும், ரஸ்ஸல் போன்றோரின் சிந்தனைகளை சாம்ஸ்கி தன் சிந்தனைக்கருகில் கொண்டு வந்து ஒப்பிடுகிறார்.

விஞ்ஞானத்தின் அடிப்படை உண்மைகள் பரஸ்பர அனுபவத்திற்கு உட்பட்டவை. இன்னொருவருக்கு எடுத்துக்காட்டி விளக்கலாம். அந்த எடுத்துக்காட்டி விளக்கும் பண்பையும் எடுத்துக்காட்டி விளக்கமுடியாத தன்மையையும் ஒப்பிடுகிறார் ரஸ்ஸல். அப்படிப்பட்ட எடுத்துக்காட்டி விளக்கமுடியாத பண்போடு, மொழியியல் மூலம் தான் கண்டுபிடித்த இயல்புக் கோட்பாட்டை ஒப்பிடுகிறார் சாம்ஸ்கி.

எனக்கு இந்த இடத்தில் ழான் பவுல் சார்த்தரின் சிந்தனை ஞாபகத்துக்கு வந்தது. அவர் முன்-அறிவுத்தளம் (Pre-Cognitive) ஒன்றைப்பற்றிக் கூறுகிறார்.

இந்தச் சிந்தனைகள், அமைப்பியலில் நிராகரிக்கப்படுகின்றன என்பது வேறு விஷயம்.

மொத்தத்தில் தீவிரமான அரசியல், செயல்பாடு, தத்துவம் எல்லாம் மனித வாழ்வு தீவிரமாகும்போது ஒன்றிணைகின்றன.

நோம்சாம்ஸ்கி இத்தகைய ஒன்றிணைவின் அரிதான உதாரணம். அவர் ஒரு அறிவுஜீவி என்பது மட்டுமல்ல அவரை நாம் புகழ்வதற்கான காரணம்.

இத்தகைய நோக்கில்தான் அவரைப் புரிந்து கொள்ளவேண்டும். இத்தகைய நோக்கில் புரிந்துகொள்ளாத இந்துஇதழின் வெளியீடான ஃப்ரன்ட்லைனின் வலைத்தளம் சாம்ஸ்கியை சொந்தம் கொண்டாடுவதுஅபத்தம். இந்து, சாம்ஸ்கியுடன் தன்னை இணைப்பது கானமயிலாட கண்டிருந்த வான்கோழி தனது வாலை ஆட்டுவது போன்றது. லங்காகார்டியனும் இந்து வரிசையில் இணைவது அபத்தத்தின் உச்சம் என்பதுதான் எனது கணிப்பு.

இன்னொரு கோணத்திலும் யோசிக்கவேண்டியுள்ளது. சாம்ஸ்கியை லங்காகார்டியனும் (1983இல் இப்பத்திரிகை நடுநிலையாக இருந்தபோது பல நல்ல கட்டுரைகளை வெளியிட்டது) இந்து குழுமமும் ஏன் தங்கள் சொத்தாக மாற்றப் பார்க்கின்றன? தங்களுக்கு காஸ்மாபாலிட்டன் புத்திஜீவி என்ற பெயர் வேண்டியிருக்கிறது. காஸ்மாபாலிட்டனிசத்தில் தமிழ் சேரமுடியுமா என்ன? எல்லை தாண்டிய பிரச்சினைகளில் கவனம் செலுத்துவது இதன் முக்கிய குணம். ஈழப் பிரச்சினை பற்றிப் பேசாமல் பாலஸ்தீனிய பிரச்சினை பற்றிப் பேச வேண்டியது இதன் முக்கியத் தேவைகளில் ஒன்று. இந்து ராம், அருந்ததிராய், வேறு சில அரைகுறைகள் எல்லாம் இங்கே அணிவகுத்து நிற்கும். இன்னொரு கூட்டம் உண்டு. சீ, தேசிய இனவாதி ஆகிவிட்டானய்யா என்று லேபல் குத்துபவர்கள் அடிப்படையில் காஸ்மாபாலிட்டனிசத்தின் மீதான மோகவியாதிதான் இதற்கெல்லாம் காரணம். இந்த காஸ்மாபாலிட்டன் அறிவுஜீவி அந்தஸ்துக்காக ஆசைப்படும் உளவியல் ரோகிகளுக்கும் சி.பி.எம்.மின் மேல்தட்டு கட்சித் தலைவர்களுக்கும் நெருங்கிய தொடர்பு உண்டு. அதனால்தான் சோம்நாத் சட்டர்ஜி பாராளுமன்ற அவைத்தலைவரானவுடன் சி.பி.எம்.மிலிருந்து தப்பிவிட்டார். இவர்களெல்லாம் தங்கள் அசிங்கங்களை மறைக்க ஒரு சாம்ஸ்கியைப் பிடித்துவந்து தங்கள் சொத்தாக்க முயலுகிறார்கள். கடைசியாக இந்த முயற்சியில் ஈடுபட்டிருப்பது லங்கா கார்டியன்.

ஆனால் சமீபத்தில் ஒரு புதுச்சிந்தனை இந்தியவியல் ஆய்வில் தலைகாட்டியுள்ளது. இதனை முன்னெடுப்பவர் ஷெல்டன் போலக் என்ற சமஸ்கிருதப் பேராசிரியர். இந்திய ஆய்வில் சமஸ்கிருதம் பிராந்திய மொழியோடு (உதாரணம் கன்னடம்) தொடர்பு கொள்கையில் ஒரு காஸ்மாபாலிட்டன் வெர்னாக்குலர் தோன்றுகிறது என்கிறார் ஷெல்டன் போலக். தமிழ் பற்றிய கணிப்பில் இவர் தோற்றாலும் சமஸ்கிருதத்தின் அரசியலைச் சரியாகக் (இவரது சமஸ்கிருதத்தின் சாவு என்ற கட்டுரையைப் பார்க்க) கணிக்கிறார்.

இந்தியாவில் நடமாடும் காஸ்மாபாலிட்டன் அறிவு ஜீவிகளுக்கு போலக்கின் தர்க்கம் தெரியாது. அதாவது பிராந்திய மொழி அல்லது பிரச்சினையில் ஈடுபடும்போதுதான் உண்மையான காஸ்மாபாலிட்டானிசம் உருவாகிறது. இந்தப்பார்வையை எனக்குத் தந்ததற்கான அடிப்படை போலக் கட்டுரைகளில் உள்ளன. சாம்ஸ்கியை, போலக்கோடு இணைக்கவேண்டும். இந்தியச் சூழலில் சரியான அரசியல் பார்வை என்பது பிராந்திய மொழி சார்ந்த பார்வைதான். ஜார்ஜ் ஹார்ட் என்ற பெர்க்கிலி பல்கலைக்கழகத் தமிழ்ப் பேராசிரியர் எழுத்துகளிலும் இந்த அழுத்தம் உண்டு. எனவே தமிழின் தனித் தன்மையைப் பற்றி ஹார்ட் தொடர்ந்து எழுதி வருகிறார். இந்த வழியில் கைலாசபதி மற்றும் சிவத்தம்பி செய்த கிரேக்க இலக்கியத்தோடான ஒப்பீடு முக்கியமான ஆய்வு நடவடிக்கைகளாகும்.

சாம்ஸ்கியைப் போலக்கோடு இணைக்கத் தெரியாத ‘இந்து’த்தனமான காஸ்மாபாலிட்டன் அறிவுஜீவித்தனம் போலியானது. சாம்ஸ்கியை அழைத்துச் சொற்பொழிவுக்கு ஏற்பாடு செய்தால் மட்டும் போதாது. சிருஷ்டிபரமாக சாம்ஸ்கியை அணுகத் தெரியாதவர்கள் தங்கள் ரோகத்துக்கான புனுகாக மட்டுமே சாம்ஸ்கியைப் பயன்படுத்தமுடியும்.

உலகில் எங்கு தேசிய இனங்கள், வறிய நாடுகள் தங்கள் உரிமைக்குரலை எழுப்பி அதற்காக ஒடுக்கப்பட்டாலும் வல்லரசுகள் சாமானிய மக்கள் மீது தாக்குதல் நடத்தினாலும் அதைக் கண்டித்துக் குரல் எழுப்பும் வரிசையில் இன்று முக்கியமானவர் நோம் சாம்ஸ்கி. தவிர, உலகின் பெயர்பெற்ற மொழியியல்-அறிஞர்கள், சிந்தனையாளர்கள், அரசியல் ஆய்வாளர்கள் வரிசையில் இருப்பவர்.

சாம்ஸ்கி, உலகின் பல்வேறு மக்கள் போராட்டங்களை ஆதரித்து எழுதுபவர், அமேரிக்க அரசின் வெளியுறவுக்கொள்கையைத் தொடர்ந்து விமர்சித்து வருபவர். செயல்பாட்டுக்கு அஞ்சாத அறிவுஜீ்வி. கிழக்குத் திமூர் தொடங்கி காஸாப்பகுதி வரை தொடர்ந்து போராட்டங்களைக் கவனித்து, தம்முடைய கருத்துகளை அறிவுலகம் முன்பு வைத்து, அரசுகளின் கொள்கைகளை அம்பலப்படுத்தி அவற்றை மாற்ற முனைபவர்.

இவர், இலங்கையிலிருந்து வெளிவரும் ஸ்ரீலங்கா கார்டியன் பத்திரிகைக்குத் தொலைபேசிவழி பேட்டியளித்திருக்கிறார். அந்தப்பேட்டி கண்ட எரிக் பெய்லி என்பவர், சாதுர்யமாக, தம்முடைய இனவாதச்சார்புக்கு சாம்ஸ்கியைப் பயன்படுத்த முனைந்திருக்கிறார். சாம்ஸ்கியின் பதில்களை வாசிக்கும்போது அவர் இதை முழுமையாக உணர்ந்திருப்பதாகக் கூற முடியவில்லை!

Response to Noam Chomsky’s comments on the ongoing war in Sri Lanka

The following joint letter is being sent to Professor Noam Chomsky, one of the world's leading anti-war intellectuals and linguists, following his recent interview on Sri Lanka And American Affairs, by Sri Lanka Guardian's Washington correspondent Eric Bailey, Sri Lanka Guardian, 12 February 2009.

Response to Noam Chomsky’s comments on the ongoing war in Sri Lanka

The interview, as can be seen below, sidesteps the crucial issue of suffering of the Tamil people during the war in Wanni. Hence, the following response has been circulated by friends after a thorough discussion to focus on this issue and urging him to have a relook at his own interview

We (the undersigned), who have immense respect for Professor Noam Chomsky’s work for peace on a global scale, are nevertheless dismayed by his recent comments on the ongoing war in Sri Lanka, made in a telephonic interview to a military analyst working for a journal known to be close to the Sri Lankan government (1).

The interviewer describes Professor Chomsky as a “a self-described anarchist… probably most famous for his strong stances in support of suffering peoples, such as those in Palestine and Somalia” and hopes to “apply his years of experience and insight to Sri Lanka to help the nation make the transition from a house divided to a united and peaceful country.”

Ignoring loss of lives
The interviewer and, more unfortunately, Professor Chomsky clearly sidestep the key issue of the suffering of the ordinary Tamil people in the Wanni region facing the artillery and aerial onslaughts of the Sri Lankan armed forces in its drive against the Tamil Tiger guerrillas fighting for a separate Tamil State.

Professor Chomsky does state, right at the outset of the interview, that “I don't feel that I have a profound enough knowledge of the details to offer a confident opinion”, but “it is clear that.. the military aspect of the conflict seems to be coming to an end.” But the interview totally ignores that this war is increasingly fought away from the eyes of the world, with enormous cost of lives.

A war without witnesses
Professor Chomsky should have been aware that the Sri Lankan government, on 16 September 2008, ordered all international relief organizations out of the Wanni region which was under the control of the Tamil Tiger guerrillas. The Sri Lankan armed forces have repeatedly charged the Tamil Tiger guerrillas, probably numbering around 5,000, of holding around 150,000 to 200,000 civilians at ransom in an ever-shrinking patch, now around 50 sq. km in the coastal Mullaitivu district; something denied by the Tamil Tiger guerrillas.

No journalist, domestic or foreign, is allowed to go beyond Vavuniya town to independently verify information emanating from the battlefields; all journalists travelling to these areas are embedded with the armed forces; unofficial censorship on news from the front including those of casualties of armed forces has been in force in Sri Lanka. One Colombo-based journalist who tried to verify such information, Chris Morris of the British Broadcasting Corporation (BBC), received an open threat from Sri Lanka’s Defence Secretary, Gothabaya Rajapakse, who also happens to be the President’s brother and a US citizen, that he would be chased from Sri Lanka. In a few days, Mr. Morris left the country. (2)

Enduring suffering
Reports from the battlefields nevertheless indicate that more than 1,000 civilians, all of whom ordinary Tamil people, have been killed; a far higher number of people injured, as the Sri Lankan armed forces have shelled homes, roads, makeshift hospitals and even homes for the aged and bombed civilians, which if proved, could amount to war crimes. The suffering endured by the people is in addition to the lack of food, shelter, water, transport, essential drugs and medical care. Some of the targets lay in designated safe zones by the Sri Lankan armed forces where people had taken shelter. The International Red Cross alone has a thin presence of medical personnel in the region and they have recently managed to ship 1,150 injured persons to Trincomalee port for emergency medical treatment.

The armed sources estimate that around 25,000 people have made it from the battlefields to the areas now fully controlled by the armed forces; we understand that they are being held in several makeshift detention camps after a screening process. Some reports say the Tamil Tigers have attacked civilians fleeing the war. Very few independent journalists or political leaders have met with those who had fled the battlefields or had been evacuated from there (3). We also learn that plans are afoot to detain the fleeing population a period of three years in five “model villages”, which is in gross violation of international norms for taking care of internally displaced persons (4).

World aids the war
More importantly, the Sri Lankan governmentconducts this war with various levels of military assistance from governments around the world - the United States, the United Kingdom, some European nations, India, Pakistan, China and Iran. Thus, the Sri Lankan government is emboldened to ignore calls from international humanitarian agencies including those of the United Nations, to ensure safety of civilians caught in war; it has also ignored calls from prominent human rights organizations including the Amnesty International and Human Rights Watch, for a truce and a humanitarian corridor to provide relief for the suffering people; the only exception so far has been the ships which have evacuated 1,150 injured persons to Trincomalee.

Procuring consent for war
We can well understand the interviewer’s motive in suppressing the above information. But we wonder why Professor Chomsky, having been eloquent on the US administration and media’s attempts to manufacture consent for war efforts in Afghanistan and Iraq, fails to question this (Ironically, the interviewer later asks Professor Chomsky about such strategies of the US administration!). Professor Chomsky appears to be unaware of the Sri Lankan government’s tactics of intimidating and bulldozing sections of the media which have refused to be part of the machinery manufacturing consent for this war. Several journalists who have questioned the cost of this war, in terms of lives of civilians and soldiers which are unreported or deliberately underreported, have faced intimidation and even murder.

Indeed, the most well-known case has been that of Lasantha Wickramatunga, editor of the Sunday Leader, a prominent critic of the government who was gunned down last month in Colombo while he was on his way to work (5). Following his murder, at least five journalists who have criticised the Sri Lankan government have fled the country so far (6). Earlier this month, the BBC World Service suspended the flow of its Sinhala and Tamil language services to the state-owned Sri Lanka Broadcasting Corporation after the latter censored selective programmes since November last (7). These indicate that Sri Lanka continues to be one of the most dangerous places for journalists; paramilitary organizations widely perceived to be supported by the authorities stand accused of suppressing media and killing journalists, something which the Tamil Tigers earlier stood accused of (8).

No to truce, yes to war
The interviewer continues to attempt to procure Professor Chomsky’s consent for the Sri Lankan government’s stand of ignoring the demands for a truce and resumption of peace talks with the Tamil Tiger guerrillas. He advocates a bitter fight to the end and asks Professor Chomsky: “Might it be that more lives will be saved if conflicts are allowed to see themselves out and decisive military victories and defeats are allowed to be determined instead of stopping a war before it can be really resolved?” Professor Chomsky’s reply to this, advocating a peaceful resolution of the conflict, is most welcome (9).

The interviewer is keen to ask Professor Chomsky about the fate of the Tamil Tiger guerrillas, whether those charged with atrocities and war crimes should be tried in tribunals; however, when he deals with those committed by the Sri Lankan armed forces, he slips in the word “people”: “what do you think should be the fate of the tens of thousands of people who have fought with the LTTE (Tamil tigers) over the decades, including lower level soldiers all the way up to leading officers?” The interviewer, as seen above, does not even acknowledge the suffering of the Tamil people in the ongoing war, tries to equate members of the armed forces who are fighting on behalf of a majoritarian government, with “people”, revealing a clear bias.

Federalism denied
At the political level, the interviewer tries to lead Professor Chomsky to the point that “it is in the best interests of the island to remain as one independent nation, or one united nation, rather.” Professor Chomsky, while replying to this issue, puts forth a “federal arrangement,” listing the Basque, Catalina, Wales and Scotland questions, all in Europe. Strangely, he does not cite the more intractable Irish national question. It is also important to point out that for both Basque and Catalonia regions of Spain, federal systems were reached after a prolonged civil war which also was part of the Second World War. These issues continue to be raised in some manner. Thus, Europe appears to have arrived at this “federal arrangement” after two world wars, but the recent Balkan experience belies this as well.

Professor Chomsky does not cite the post-USSR experience where countries were able to secede without much violence. Also, more crucially, Professor Chomsky does not discuss longstanding similar issues in Asia and Africa, much of which are fallouts from the colonial era and have been characterised by violence. He also does not cite the fact that colonial powers divided regions and incited discourses based on rivalry, identity and ethnicity.

Knowledge is must
As for Sri Lanka, Professor Chomsky says “without a really deep knowledge of these matters would be just too presumptuous for an outsider to offer opinions.” Nevertheless, it will not be difficult for him to recognize that:

• Sri Lanka’s majoritarian political establishment remained averse to any federal arrangement, provoking the Tamil youth to take up arms in the seventies; thus, when the democratic rights of the Tamil people have been violated by successive governments, a violent form of resistance grew.
• Sri Lanka continues to have a unitary constitution giving preferential treatment to the majority in terms of ethnicity and religion (Sinhala-Buddhism) and its cavalier treatment of the minorities has a long history;
• time and again, Sri Lanka’s major political parties have missed opportunities to amend the constitution towards a secular, federal framework and failed to ensure equal rights to minorities and nationalities in the country.
• Sri Lanka has long failed to punish those responsible for carrying out attacks and pogroms against the Tamil minorities; its independent institutions including the judiciary have shown no signs of ensuring justice for the victims of such attacks. The armed forces and the police continue to be majoritarian in their constitution and outlook.
• the Sri Lankan government appears wanting to force its current solution framework of provincial councils, under the 13th amendment, on a population which has suffered war, forced internal displacement, detention in camps, displacement to several countries including India (The Tamil chief minister of the newly-formed eastern provincial council, a former guerrilla leader, is already out complaining that he does not even have powers to appoint clerks and schoolteachers (10)). And it is not at all clear whether, in the long run, this will satisfy Tamil political demands.

Peace with honour
We wish to remind Professor Chomsky that it that it is necessary to go further than depending on information received from media establishments in Sri Lanka and India which have not risen to the occasion to cover this war independently and courageously. We also urge him to independently check all information, including all that we have said above, and get fully equipped to make any further comments on the ongoing war in Sri Lanka.

Given the above background and context, it is necessary to be sensitive to the suffering of a minority population during their struggle for their legitimate civil and political rights towards a solution which genuinely satisfies them. The ordinary Tamil people of Wanni are facing the despair of a brutal war of aggression unleashed by a majoritarian government aided by governments across the world. What they seek is peace with honour. And we urge Professor Chomsky to recognize this.

Professor Chomsky states: “There's a terrible burden of proof to bear for those who would advise violence as a solution, and I think the resort to violence has almost always been harmful, almost bitterly so, so I think the first assumption should be that international peacekeepers and diplomacy would be a far preferred outcome and only if it is simply impossible to execute should the situation be allowed to deteriorate into violence, which is usually very harmful for everyone.”

9. Professor Chomsky goes on to caution the interviewer that war crimes are usually committed by both sides and that all of them need to be investigated if a tribunal were to sit on judgment; instead, he recommends that the society decide on the issue of amnesty and suggests a truth or reconciliation commission without punitive powers on the lines of South Africa, El Salvador or Guatemala. Professor Chomsky’s recommendation is a welcome step which can be part of a peaceful resolution.

Stop the war in Srilanka என்று அச்சிடப்பட்ட கருப்புவண்ண`டி.சர்ட் அணிந்து 'ஈழ மக்கள் தோழமைக் குரல்' அமைப்பினைச் சேர்ந்த தோழர்களின் பயணம் பிப்ரவரி பத்தில் சென்னையில் தொடங்கி டில்லி மண்டி ஹவுஸ் பகுதியை பிப்ரவரி பனிரெண்டில் அடைந்தது. ஒவ்வொருவரின் கைகளும் சென்னை கவின் கலை கல்லுரி மாணவர்கள், ஒவியர்கள் இராப் பகலாய் வரைந்து தந்த நூற்றுக்கணக்கான, போர் நிறுத்தம், ஈழ மக்களின் பாதுகாப்பு, வாழ்வுரிமை, தமிழ் மீனவர்களின் கோரிக்கைகள், அகதிகளின் மாண்புரிமை ஆகிய முழக்கங்கள் அடங்கிய கைப்பதாகைகளை ஏந்தியிருந்தன. மண்டி ஹவுஸ் இருக்கும் பகுதியிலிருந்து ஊர்வலம் புறப்பட்டது. பறை காய்ச்ச தீ மூட்டப்பட்டது. கொழுந்துவிட்டு எரிகின்ற தீயில் காய்ச்சிய பறைகளை புத்தர் கலைக்குழுவினர் அடிக்க, ஊர்வலம் புறப்பட்டது.


ஜந்தர்மந்தர் வரை இரண்டு கிலோமீட்டர் தூரத்திற்கு மேல் நடைபயணம் நடந்தது. பேருந்துகள், மகிழுந்துகள் , தானிகளில் சென்ற பயணிகள் கைப்பதாகைகளைப் படித்துக் கொண்டே சென்றனர். தமிழ், ஆங்கிலம், இந்தி ஆகிய மொழிகளில் முழக்கங்கள் எழுப்பப் பட்டன. 'போரை நிறுத்து; போரை நிறுத்து ஈழத்தில் நடக்கும் போரை நிறுத்து, இந்திய அரசே போரை நிறுத்து, காந்தி தேசம் கொல்வதா, புத்த தேசம் அழிப்பதா, எங்கள் ரத்தம் ஈழத்தமிழர் ரத்தம், விளம்பர இடைவேளைக்குப் பிறகு தொடங்கும் போர்' என்பது போல பல முழக்கங்கள் டில்லி குளிர்க்காற்றில் கலந்து தேசிய இனங்களின் காதுகளை அறைந்தது.


முன்னால் பறையிசையும் அதற்கு அடுத்து படைப்பாளிகளும், மனித உரிமை ஆர்வலர்களும், மீனவ நண்பர்களும் அதனைத்தொடர்ந்து மாணவர்களும் பேரணியில் அணிவகுத்தனர். டெல்லியில் உள்ள ஜவகர்லால் நேரு பல்கலைக் கழக மாணவர்களும், உச்ச நீதி மன்ற வழக்கறிஞர்களும், கலைஞர்களும் இந்த பேரணியில் முக்கிய பங்காற்றினர்.


பாராளுமன்றத்தை நெருங்க நெருங்க ஊர்வலத்தில் வந்தவர்களின் உள்ளங்களில் உத்வேகம் கூடிக்கொண்டே இருந்தது. பாராளுமன்ற வீதியை நெருங்க காவலர்கள் உள்ளே போகக்கூடாது என்று தடுக்க ஈழ மக்கள் தோழமைக்குரல் நிறுத்தப்பட்ட இடத்திலேயே ஆர்ப்பாட்டத்தில் இறங்கினர். சிறிது முன்னேறி மீண்டும் வேறு ஒரு இடத்தில் காவலர்கள் தடுக்க அங்கேயும் சாலையிலேயே அமர்ந்து முழக்கங்கள் எழுப்பினர். டில்லி மற்றும் தேசிய ஊடகவியலாளர்கள் சூழ ஈழத் தமிழ தோழமைக் குரலின் செய்திகளும், கோரிக்கைகளும் நாடெங்கும் சென்று சேர்ந்தது.


பிறகு புத்தர் கலைக்குழுவின் குரலிசைக்கலைஞர் மகிழினி அவர்கள் ஈழம் சார்ந்த துயரங்களை ஒப்பாரிப்பாடலாகப் பாடினார். பறையிசையும் பாடல்களும் பாராளுமன்ற தெருவை வெம்மையாக்கின. சமர்ப்பா குமரன் அவர்கள் பாடிய பாடல்கள் எழுச்சிக்கொள்ள வைத்தன. இதற்கிடையில் ஜே.என்.யு.பல்கலைக்கழக மாணவர்கள் அனைவரும் தர்ணாவிற்கான ஏற்பாட்டினையும் ஒலி பெருக்கியும் ஏற்பாடு செய்தனர். 33% இட ஒதுக்கீடு வேண்டி போராட்டம் நடத்தி முடித்த பெண்கள் இயக்கத் தோழர்கள் இந்திய தேசிய மாதர் சம்மேளனத்தின் தேசியச் செயலாளர் தோழர்.ஆனி ராஜா அவர்களின் தலைமையில் ஈழத்தமிழர் மீது நடத்தபடும் போரை நிறுத்தக்கோரி நடத்தப்பட்ட ஆர்ப்பாட்டத்தில் உற்சாகமாக பங்கேற்றனர். ஈழப்பிரச்சினை தமிழர் பிரச்சினை மட்டுமல்ல, மானுடத் துயர் என்றும், அந்த துயரைத் துடைக்க தம்மால் ஆனவற்றையெல்லாம் செய்வோம் என ஆதரவு குரல் எழுந்தது. எழுத்தாளர்கள், கவிஞர்கள், மனித உரிமை ஆர்வலர்கள் ஆகியோரின் உரைவீச்சு உணர்வுகளை ஒன்றிணைத்தது. டெல்லி பல்கலைக் கழக மாணவர்கள் முழக்கங்களை இந்தியில் எழுப்ப, பெருங்கூட்டம் திறண்டது.


போராட்டத்தின் இறுதிக்கட்டம் உணர்ச்சிமிக்கதாக அமைந்தது. சமர்ப்பா குமரன் பாடிய 'செவல மாடு கட்டியிருக்கும் சலங்க ஒடியட்டும்; சிங்களவ கொட்டமடிக்கும் இலங்க ஒடியட்டும்' பாடலுக்கு எல்லாரும் இணைந்து ஆட ஆரம்பிக்க வேகம் கூடிக்கொள்கிறது. பல்வேறு இடங்கள்லிருந்த மக்கள் எல்லாரும் அங்கே வந்து ஒருமித்தனர். இந்த நேரத்தில் டில்லி மாணவர் அமைப்பை சார்ந்த ஆதிகேசவன் அவர்கள் இந்தியில் பேசிய இறுதி உரை அனைவரையும் கவர்ந்தது. இலங்கை அரசின் கொடூரம்; இந்திய அரசின் துரோகம், தமிழக அரசியல் கட்சிகள் ஈழப்பிரச்சினையை தேர்தல் சந்தையில் விற்கும் நிலைப்பாடு ஆகியவற்றைக்குறித்து சூடான விவாதங்களோடு ஆர்ப்பாட்டம் முடிந்தது

இந்திய இறையான்மைக்கு விழுந்த பலத்த அடி


ஈழத்தமிழர் தோழமைக் குரல் அமைப்பின் சார்பில் இலங்கையில் நடக்கும் இனப்படுகொலையைத் தடுத்து நிறுத்தக் கோரியும் ஈழத்தமிழர் வாழ்வாதாரங்களை உறுதிப்படுத்தக் கோரியும் தலைநகர் டெல்லியில் இரண்டாவது நாளும் போராட்டம் தொடர்ந்தது.ஜந்தர் மந்தர் பகுதியில் உள்ள பாராளுமன்ற வீதியில் அமைக்கப்பட்டிருந்த உண்ணாவிரதப் பந்தலில் போரை நிறுத்த வலியுறுத்தும் முழக்கங்களுடன் எழுத்தாளர்கள்,மாணவர்கள்,மீனவ அமைப்பினர், டெல்லி பல்கலைக்கழகத்தைச் சேர்ந்த மாணவர்கள் தொடர் உண்ணாவிரதத்தில் அமர்ந்தனர். சமர்ப்பா குமரன் புத்தர் கலைக்குழுவோடு இணைந்து எழுச்சிப்பாடல்களைப் பாட பறையிசையும் ஆட்டமும் பந்தலின்முன்பு ஜந்தர் மந்தரில் வெவ்வேறு சமூகப் பிரச்சினைக்ளுக்காக கூடியிருந்த மற்ற மாநிலப் போராளிகளின் கவனத்தை ஈர்த்தது.


உறவுகளை இழந்தவர்கள் தலைமுடி நீக்குவது என்பது தமிழர்களின் மரபுவழிப் பண்பாடு. ஈழத்தில் கொல்லப்பட்ட தமிழர்களின் நினைவாகவும் போரை நிறுத்த வலியுறுத்தியும் மொட்டைப் போடும் போராட்டத்தை நடத்தினார்கள் மாணவர்கள்.பறையும் வாழ்த்தொலியும் வேகமாக எழும்ப சாமுவேல்,ரமேஷ்,டில்லிராஜ்,வினோத்குமார்,மற்றும் எழுத்தாளர் லஷ்மி சரவணக்குமார் ஆகியோர் மொட்டை அடித்து தங்கள் உணர்வுகளை வெளிப்படுத்தினர். இது சுற்றியிருந்த அனைவரையும் வேறொரு தளத்தில் பிரச்சனையின் தீவிரத்தை உணர வைத்தது. அருகே வைகோ உண்ணாவிரதம் இருந்ததால் மதிமுக தொண்டர்கள் வந்து ஈழத்தமிழர் ஆதரவுக் குரல் அமைப்பினர் நடத்திய உண்ணாவிரதப் போராட்டத்தில் பங்கேற்றனர்.திடீரென ராஜபக்சேவின் படத்தை அனைவரும் செருப்பால் அடித்தனர்.


பாராளுமன்றக் கூட்டத்தொடர் நடந்துக்கொண்டிருக்கும் இந்த சூழலில் இந்த உண்ணாவிரதப் போராட்டம் பற்றி கேள்விப்பட்ட தமிழக மற்றும் பாண்டிச்சேரி பாராளுமன்ற உறுப்பினர்களின் குழு வந்தது. அதில் பாராளுமன்ற உறுப்பினர்கள் சிப்பிப்பாறை ரவிச்சந்திரன், கிருஷ்ணன், பா.ம.க. உறுப்பினர்கள் கு.ராமதாஸ், ஏ.கே.மூர்த்தி, மோகன், கு.ராமதாஸ் உண்ணாவிரதத்தை வாழ்த்திப் பேசினர். அவர்கள் உரையாற்றும் போது 'எத்தனை முறை கேட்டும் பாராளுமன்றத்தில் ஈழத்தமிழர் பிரச்சனைக்குறித்து பேசுவதற்கு சபாநாயகர் அனுமதி தரவில்லை. நீங்கள் இங்கே வந்து போராடியதன் விளைவுதான் இன்று பேசுவதற்கு எங்களுக்கு அனுமதி அளிக்கப்பட்டிருக்கிறது. ஈழத்தில் நடக்கும் போரை நிறுத்தச் சொல்லி பாராளுமன்றத்தில் நாங்கள் தொடர்ந்து வற்புறுத்துவோம். அதற்காக எதையும் செய்ய நாங்கள் தயாராக இருக்கிறோம்.' என்றார். போராட்டத்திலிருந்த மாணவர்கள் இந்தியா போரை நிறுத்த நடவடிக்கை எடுக்காவிட்டால் தமிழக பாராளுமன்ற உறுப்பினர்கள் அனைவரும் பதவிலகவேண்டும் என்று முழக்கம் எழுப்பினார்கள்.


இந்திய கம்யூனிஸ்டு கட்சியின் பொதுச்செயலாளரும் மாநிலங்களவை உறுப்பினருமான டி.ராஜா போராட்டத்தில் பங்கேற்றுப் பேசினார். ஈழத்தில் மிகவும் கொடுமையான முறையில் தமிழர்கள் தாக்கப்பட்டு வருகின்றனர். 'ஈழத்தில் நடக்கும் போருக்கு இந்திய அரசு ஒருவகையில் காரணமாகவே இருக்கின்றது.


போரை தடுக்க வேண்டிய பொறுப்பு இந்திய அரசுக்கு இருந்தாலும் அதுவே போரை நடத்திக்கொண்டிருப்பதுதான் மிகவும் கொடுமை. இந்திய அரசு போரை நிறுத்தவேண்டும் என்று பாராளுமன்றத்தில் தொடர்ந்து உரக்க குரல் எழுப்புவேன்' என்று உரையாற்றினார். யாழ்ப்பாணப் பாராளுமன்ற உறுப்பினர் சிவாஜிலிங்கத்தின் உரையும், கலந்துரையாடலும், ஈழத்தின் அவலத்தை உக்கிரமாக பதிவு செய்து, ஈழ மக்களின் விடுதலைப் போராட்டதை அங்கீகரிக்கும் அவசியத்தை அனைத்து தளங்களிலும் அழுந்த எடுத்துச் செல்லும் உத்வேகத்தை தந்தது.


இச்சூழலில் போராட்டவாதிகளில் ஒரு பிரிவினர் எழுத்தாளர்களில் கவிஞர் லீனா மணிமேகலை, கவிஞர் மாலதி மைத்ரி, ஊடகவியலாளர் இன்பா சுப்ரமணியம், எழுத்தாளர் கோணங்கி, கவிஞர். யவனிகா ஸ்ரீராம், அஜயன் பாலா உள்ளிட்ட குழுவினரும் மாணவர்கள் வெங்கடாசலம்,பிரபாகரன், தர்மேந்திரன் ஆகியோர் கொணட குழுவும் மற்றும் மனித உரிமையாளர்கள் தனம், மஹேஷ், மீனவ இயக்கத் தோழர்கள் லிங்கன், பாரதி என 28 பேர் இலங்கை தூதரகம் முன் சென்று முற்றுகைப் போராட்டமும் ராஜபக்சேவின் கொடும்பாவி எரிப்பும் நடத்த புறப்பட்டனர். தூதரகம் முன் சென்றதும் தாங்கள் கொண்டுவந்த ராஜபக்சேவின் கொடும்பாவியை கொளுத்தி முழக்கங்கள் எழுப்பினர்.


இலங்கைத் தூதரகத்தின் வாயிலில் வைக்கப்பட்டிருந்த பெயர்ப்பலகையை மிகுந்த ஆவேசத்துடன் செருப்பால் அடித்தனர். ராஜபக்சேவின் உருவப்படத்தினை மிதித்தும் அதை கொளுத்தியும் முழக்கங்கள் எழுப்பியவாறே இருந்தனர். பெண்கள் I am your sister rape me, I am your mother rape me, Leave our sisters in Eelam என்று எழுதப்பட்ட பதாகைகளை கைகளில் வைத்திருந்தனர். தூதரகத்தினை காவல் காத்த காவலர்கள் துப்பாக்கிகளுடனும் நீண்ட தடிகளுடனும் வந்து சூழ்ந்து நின்றனர். இதனால் அப்பகுதி ஒரு போர்க்களக் காட்சியினை அடைந்தது. இதற்கிடையில் டெல்லி காவல்துறை சம்பவ இடத்திற்கு வந்து போராட்டக்காரர்களைச் சூழ்ந்துக் கொண்டது. திடீரென அனைவரும் 'போர் நிறுத்தம் செய்' என்று கத்தியவாறே அந்த முக்கிய சாலையில் சென்று படுத்து மறித்தனர். போக்குவரத்து தடை ஏற்பட்டது. இதனால் காவல்துறை போக்குவரத்தை வேறு சாலைப் பக்கம் திருப்பியது. தொடர்ந்து சாலையில் அமர்ந்து இலங்கை அரசு ராஜபக்சே ஆகியோருக்கு எதிராக முழக்கங்களை எழுப்பிக்கொண்டே இருந்தனர்.

காவல்துறை அவர்களை கைது செய்து சாணக்கியபுரி காவல்நிலையத்தில் வைத்தது.கைது செய்யப்பட வேண்டியது ராஜபக்சேதான் நாங்களல்ல என்று போலீஸ் வாகனத்தில் ஏறிய பிறகும் அவர்கள் முழக்கம் எழுப்பிக்கொண்டிருந்தனர். இரவு ஒன்பது மணிக்குமேல் தீவிர விசாரணைகுப்பின் அவர்கள் விடுதலைச் செய்யப்பட்டனர்.

இது இலங்கை தூதரகம் முன் நடந்துக்கொண்டிருந்த அதே நேரத்தில் ஜந்தர் மந்தரில் நடந்த உண்ணாவிரதமும் அதன் உச்சக்கட்டத்தை அடைந்தது. போராட்டக்காரர்கள் கைது செய்யப்பட்டதைக் கேள்விப்பட்டவுடன் அனைவரும் உரத்து முழக்கம் எழுப்பினர். ஒவ்வொருவரும் உணர்ச்சிப்பிழம்பாகி இருந்தனர். போராட்டத்தை வாழ்த்த பத்திரிகையாளரும் இங்கிலாந்து நாட்டிற்கான இந்திய தூதுவராக பணியாற்றியவரும் தொடர்ந்து மனித உரிமைக்காக எழுதிவருபவருமான குல்தீப் நய்யார் வந்திருந்து பேசினார். சச்சார் அறிக்கையைத் தந்த ராஜேந்திர சச்சார் அவர்கள் போராட்டத்திற்கு வந்திருந்து கலந்துக் கொண்டவர்களை வாழ்த்தியும் போர் நிறுத்தத்தை வலியுறுத்தியும் பேசினார். கைது செய்யப்பட்டவர்களை விடுதலைச் செய்யப்படும் வரை அவ்விடத்தைவிட்டு வரமாட்டோம் என்றும் வேண்டுமானால் எங்களையும் கைது செய்யுங்கள் என்றும் உண்ணாவிரதம் இருந்தவர்கள் முழங்கினார்கள்.


அதே நாளில் தன் டில்லி உண்ணாவிரதப் பொதுக் கூட்டத்தில் பேசிய வைகோ அவர்கள், ஈழத் தமிழர் தோழமைக்குரலின் இலங்கை தூதரக முற்றுகை இந்திய இறையான்மைக்கு விழுந்த முதல் அடி என்று குறிப்பிட்டு பேசினார். ஜெனிவாவில் தீக்குளித்த முருகதாசின் தீ தோழர்களின் மனதையும் பற்றி கொந்தளித்ததில் அன்று இரவு சிவந்து இருண்டது.


அறம் நின்று கொல்லும்

மூன்றாவது நாளும் தொடர்ந்த உண்ணாவிரதத்தில், ரிசர்வ் போலீசும் கலந்துக் கொணடது என்று தான் சொல்ல வேண்டும். வலுவான பாதுகாப்பு வளையம். அமைதியான வகையில் நாள் முழுதும் டில்லி தோழர்களும், கலைஞர்களும், மாணவர்களும் வருகை தந்த வண்ணம் இருக்க, போராட்டம் வலுப் பெற்றது. போராட்டங்களில் கலந்துக் கொண்ட ஒவ்வொரு தோழர்களும் தங்கள் கருத்துக்களையும், உணர்வுகளையும், தொடர்ந்து ஆற்ற வேண்டிய பணிகளையும், போராடும் சக்திகளை ஒன்று சேர்க்கும் அவசியத்தையும் பகிர்ந்துக்கொண்டனர். தொடர்ந்து பத்திரிக்கையாள்ர்கள் சந்திப்புகளும் கலந்துரையாடல் போலவே நடைபெற்றது ஊடகங்களின் ஈழம் குறித்த ஊடகங்களின் தவறான புரிதல்களை, முன்முடிவுகளை களைய உதவியது.


ஜவஹர்லால் நேரு பல்கலைகழகத்தில் மாலை நடைபெற்ற பேரணியும், கலை நிகழச்சிகளும், கலந்துரையாடலும், பேரெழுச்சியாய் நடைபெற்றது.இந்திய ஏகாதிபத்தியத்தின் நாடி பிடித்து உலுக்கும் வேளை வந்துவிட்டது என்பதே கூடியிருந்த அத்தனை பேரின் உணர்வொருமையாக இருந்தது. ஈழம் குறித்த தேசிய இனங்களின் கொலைகார மெளனத்தை கலைக்கும் பணியை இனி மாணவர்களும், அறிவு சமுதாயமும் மூர்க்கமாக செய்யத் தொடங்கவில்லையென்றால், இனப்படுகொலைக்கும் பார்த்துக் கொண்டிருக்கும் ஒவ்வொருவரும் பொறுப்பாகி விடுவோம் என்ற உண்மையை உடைத்து தொடங்கிய விவாதங்களின் ஆவேசம் அறத்தின் மடையைத் திறந்தது. நாட்டின் பல்வேறு மாநிலங்களைச் சார்ந்த ஜவஹர்லால் நேரு பல்கலைகழக மாணவர்கள் முத்துக்குமாருக்கும், உயிர் நீத்த மற்ற நண்பர்களுக்கும் தமிழிலேயே வீரவணக்கம் செய்து முழங்கியது, ஈழ விடுதலையின் குரலை மானுடத்தின் மனசாட்சியாக ஒலித்துக் காட்டியது.

"Impossible to defend consolidation of Sinhala chauvinism"

In a recent essay in the Economic and Political Weekly, the political scientist Neil DeVotta quotes a Sri Lankan Government Minister as saying: ‘The Sinhalese are the only organic race of Sri Lanka. Other communities are all visitors to the country, whose arrival was never challenged out of the compassion of the Buddhists. But they must not take this compassion for granted. The Muslims are here because our kings let them trade here and the Tamils because they were allowed to take refuge when the Moguls were invading them in India. What is happening today is pure ingratitude on the part of these visitors’.

Commenting on these and other such statements made down the years, DeVotta says they form part of a ‘nationalist narrative that combines jeremiad with chauvinism’. In this narrative, ‘the Sinhalese only have Sri Lanka while the island’s other minorities have homelands elsewhere; Sri Lanka is surrounded by envious enemies who loathe the Sinhalese; those living across the Palk Straits in Tamil Nadu, especially those who want to overtake the island; and NGOs, Christian missionaries, human rights groups, and various Western powers and their organisations conspire to tarnish the image of the Sinhalese Buddhists and thereby assist the LTTE. Those who subscribe to this narrative are patriots; the rest are traitors’.

Although DeVotta does not make the comparison himself, in reading the sentences he quotes, as well as his own analysis, I was irresistibly reminded of the rhetoric used by the majority chauvinists of my own country. The main ideologues of the tendency known as Hindutva, such as V. D. Savarkar and M.S. Golwalkar, have argued that Hindus, and Hindus alone, were the true, original and rightful inhabitants of the land known as Bharat. In their view, the other communities were late-comers or interlopers, whose presence here was permitted only because of the ‘tolerance’ of the Hindus. Regrettably, these minorities — Muslims, Christians, etc — were often not grateful enough to the majority. Hence the need to periodically issue them a warning.

In the perspective of the chauvinist, a proper, good and reliable Sri Lankan must apparently be a Tamil-hating or at least Tamil-distrusting Sinhala. Change a word or two, substituting ‘Indian’ for ‘Sri Lankan’, ‘Muslim’ for ‘Tamil’, and ‘Hindu’ for ‘Sinhala’, and you arrive, more-or-less, at the core beliefs of Hindutva. The parallels run further still. Consider the strong element of paranoia that characterises the Hindu as much as the Sinhala chauvinist. Thus the Sinhala bigot venerates the memory (or the myth) of a king named Dutegemunu, who back in the 2nd century BC is believed — or alleged — to have defeated a Tamil king. The exploits — real or imagined — of Shivaji and Rana Pratap serve the same symbolic purpose for the Hindu bigot, which is to invoke a militantly nationalistic past in which the foreigner or invader was humbled or killed.

In India, as in Sri Lanka, the myths of the past inform the poisonously practical politics of the present. Thus the Rashtriya Swayamsewak Sangh also rants on about the various Western powers out to demean and defeat Bharat Mata; it also reserves a particular opprobrium for NGOs and human rights groups. But it goes further — singling out, as particular enemies of the Hindu nation, those independent-minded intellectuals whom they deem to be in thrall to the unholy Western Trinity of Marx, Mill and Macaulay. (Since there is no substantial intellectual class in Sri Lanka, the Sinhala bigots can, fortunately for them, claim one enemy less.)

To be sure, similar forms of chauvinism can be found in other countries as well. In South Asia itself, the Islamists in Bangladesh and Pakistan consider their chief enemy within to be the Muslim liberal who engages with the West; and their chief enemy without to be the malign Hindus of India, here accused of conspiring to keep the Islamic umma from claiming its rightful place. Looking further afield, we have those Americans — such as the late political scientist Samuel Huntington — who claim that only those who speak English, celebrate the achievements of the West, and have an allegiance to the Christian creed can count as wholly reliable citizens of the United States of America.

Many years ago, the great Kannada writer Sivarama Karanth insisted that it was impossible to talk of ‘Indian culture as if it is a monolithic object’. ‘Indian culture today’, he pointed out, ‘is so varied as to be called “cultures”. The roots of this culture go back to ancient times: and it has developed through contact with many races and peoples. Hence, among its many ingredients, it is impossible to say surely what is native and what is alien, what is borrowed out of love and what has been imposed by force. If we view Indian culture thus, we realise that there is no place for chauvinism.’

These words need to be read afresh in India. But, as the civil war in Sri Lanka nears its end, they need to be read and heeded across the Palk Straits too. Far from being ‘the only organic race’ of their island, the Sinhala almost certainly migrated there from eastern India. In any case, in later centuries the culture of the island has been influenced and enriched by many races and peoples, among them Tamils, Arabs, the Dutch, the Portuguese, and the British, who in religious terms were variously Hindu, Christian, Muslim, Parsi and atheist as well as Buddhist. The LTTE is a terrorist organisation — it is impossible to defend them. However, if their defeat at the hands of the Sri Lankan army leads to a consolidation of Sinhala chauvinism, it will be impossible to defend that, too.

கதையல்ல உண்மை நிகழ்வு…

செய்தி எனக்கு நேரடியாகக் கிட்டியது. நம்பகத்தன்மை… இதுவரைக்கும் சிறிலங்கா அரசின் செய்திகள் சொல்லப்பட்டபோது இருந்ததைவிட பலமடங்கு அதிகம்.

ஒரு குடும்பம். வன்னியில் தற்போதைய தொடர் இடப்பெயர்வில் சென்று பாதுகாப்பு (கொலை) வலயத்தில் சிக்கியவர்கள். அப்பா, அம்மாவுடன் ஒரே யொரு இளம் பெண் மட்டும் கடும்பத்தில் எஞ்சியிருந்த நிலை.

சிறிலங்காவின் செல் தாக்குதலில் இளம் பெண் காயப்பட்டார். அவரை அவசர சிகிச்சைக்காக வெளியே வவுனியாவிற்குக் கொண்டு போகவேண்டிய நிலை. அவருடன் யாரும் வண்டியில் செல்ல அனுமதிக்கப்படவில்லை. மகளின் உயிர் பிழைக்க தாயாரும் தந்தையும் தனியே அவரை செஞ்சிலுவைச்சங்க வண்டியில் அனுப்பினர்.

பல நாட்களின் பின்னான தொடர்ந்த முயற்சியில் வவுனியாவில் இருந்து கிடைத்த தொடர்பில் தூரத்து உறவினர்கள் அந்தப் பெண்ணைப் பார்வையிட மருத்துவ மனைக்கு சாப்பாடு கொண்டு சென்றனர்.

அந்தப் பெண் பிள்ளை இவர்களுடன் கதைக்கவுமில்லை. சுரணையற்றவர்போல் மலங்க மலங்க வெறித்து பாரத்தபடி எதுவும் பேசாமல் மிரண்டுபோய் இருக்கிறார்.

அவர் சிறிலங்கா ராணுவத்தினரின் தொடர் பாலியல் வல்லுறவுக்கு ஆளான நிலையில் மனம் பேதலித்து இவ்வாறு இருக்கிறார் என்று சொல்லப்படுகிறது.

இவை மருத்துவ பரிசோதனை மூலம் நிரூபிக்கப்படினும் குற்றவாளிகள் கண்டுபிடிக்கப்படுவார்களா?

இதற்கு யார் பொறுப்பு? செஞ்சிலுவைச் சங்கமா? இலங்கை அரசா?

இதைப்போன்ற இனவெறி, கொலைவெறி பாலியல் வெறிகளைத் தீர்த்துக்கொள்ளவா பாதுகாப்பு என்ற பெயரில் சிறிலங்கா மேலும் மூன்றாண்டுகள் முகாமில் வைக்க திட்டமிடுகிறது. ஒரு நாட்டின் குடிமக்களே அந்த நாட்டில் அகதி முகாமில் இருப்பது வேறு எங்காவது காணமுடியுமா?

நாலு வார்த்தை பேச விடு; எழுத விடு!

"உன்னுடைய கருத்துகளில் ஒன்றுடனோடுகூட எனக்கு உடன்பாடு கிடையாது. ஆனால் அக்கருத்துகளைச் சொல்ல உனக்கு இருக்கும் உரிமையை என்னுடைய உயிரைக் கொடுத்தாவது காப்பாற்றுவேன்”

இது ஊடக வட்டாரங்களில் அடிக்கடி எடுத்தாளப்படும் ஒரு கூற்றாகும். இக்கூற்றிற்குச் சொந்தக்காரர் பிரெஞ்சு மெய்யியலாளரும் அரசியல் சிந்தனையாளரு மான வால்டயர். வால்டயரும் அவரோடு கூடவே ஜோன் லொக் (John Locke), கொட்பிறி லீப்நிஸ் (Gottfried Leibnitz), இம்மானுவல் கான்ட் (Immanuel Kant), டேவிற் ஹியூம் (David Hume) போன்றோரும் வேறு பல அறிஞர்களும் ஐரோப்பிய அறிவொளிக் காலத்திற்குச் சிறப்பாகப் பங்களித்தவர்கள். தாராளவாத ஜனநாயகம், மானிட உரிமைகள் சுதந்திரம் போன்ற கருத்தாக்கங்கள் மேல் எழவும் ஆழம்பெறவும் அறிவொளிக் காலம் துணைசெய்தது. எனினும் இந்த மெய்யியலாளர்களதும் அரசியலாளரதும் சிந்தனைகளிலும் எழுத்திலும் உள்ளடங்கியிருந்த இனவாதமும் காட்டுமிராண்டிகள்- நாகரிகமற்றோர் என்னும் இனம் சார்ந்த பிரிப்புகளும் அறிவொளிக் காலத்திலும் பிற்பாடு தாராளவாத ஜனநாயகங்களதும் இரட்டை நிலைப்பாட்டைத் தெளிவாகக் காட்டுகின்றன.

எல்லோருடைய கருத்துச் சுதந்திரத்தையும் வலியுறுத்துகிற வால்டயர்தான் “குரங்குகளைவிடக் கொஞ்சம் முன்னேறியவர்கள் நீக்ரோக்கள். அவர்களைவிட முன்னேறி உயர்ந்த தளத்தில் இருப்பவர்கள் வெள்ளையர்கள்” என்று எழுதுகிறார்.

“உச்சி முதல் உள்ளங்கால்வரை அந்தப் பயல் மிக மிகக் கறுப்பாக இருந்தான் என்பது மட்டுமே அவன் சொன்னது. எல்லாம் அபத்தம் என்பதை நிரூபிக்கப் போதுமாயிருந்தது” என்று எழுதுகிறார் இமானுவல் கான்ட். உரிமைகளும் சுதந்திரமும்கூட எல்லோருக்கும் எல்லாக் காலத்திலும் உரியன அல்ல என்பதுதான் யதார்த்தம்போலும்.

இந்த இரட்டை நிலைப்பாடு, ஊடக சுதந்திரம், அடிப்படை உரிமைகள் தொடர்பாகத் தாராள வாத ஜனநாயக அரசுகளில் இன்று வரை தொடர்வதாகும்.

பயங்கரவாதத்திற்கெதிரான போர் என்ற சுலோகமும் கருத்தியலும் அடிப்படை உரிமைகளை வேரறுக்கிற ஒரு பேராயுதமாக அரசுகள் பலவற்றால் பயன்படுத்தப்பட்டு வருகிறது. ஆளுங் கட்சிப் புத்திஜீவிகளும் அரசாங்கத்தின் ஊடகத் துறை அமைச்சர்களும் ஊடகத் துறையைக் கட்டுப்பாட்டில் வைத்திருக்கும் பெருநிதிநிறுவனங்களும் இவற்றை நியாயப்படுத்தி வருகின்றன.

1979 ஜூலை மாதத்திலிருந்தே பயங்கரவாதத் தடைச்சட்டமும் அவசரகால நிலையும் இலங்கையில் தீவிரமாக நடைமுறைப்படுத்தப்பட்டு வருகின்றன. இடையிடையே ஒரு சில ஆண்டுகள் இவை நடைமுறையில் இருந்திருக்கவில்லை என்றாலும் அவசரகாலநிலையின் கீழ் நீண்ட காலமாக ஆட்சி நடாத்துகிற அரசு இலங்கை அரசாகத்தான் இருக்க வேண்டும். விதிவிலக்காக அமைய வேண்டியதே விதியாக அமைகின்ற ஒரு அவலமான சூழல் இலங்கையில் நிலவுகின்றது. இலங்கை ஒரு ஜனநாயக அரசு என்பதை எத்தகைய கேள்விகளுக்கும் இடமில்லாமல் “சர்வதேசச் சமூக”மும் இந்திய அரசும் ஏற்றுக்கொண்டு நடப்பதால் ஊடக சுதந்திரங்களும் அடிப்படை உரிமைகளும் சிறுபான்மை மக்களின் வாழ்வுரிமையும் மோசமாக மீறப்படுகிறபோதும் போர்ச் சூழலில் இவை தவிர்க்க முடியாதவை எனவும் பயங்கரவாதிகளுக்கு எவ்வித உரிமையும் கிடையாது எனவும் நியாயப்படுத்தப்படுகிறது. எதிரிகளுக்கும் காட்டுமிராண்டிகளுக்கும் எந்த உரிமையும் கிடையாது என்பதே தாராளவாத ஜனநாயகத்தின் இரட்டை நிலைப்பாடாக இருக்கிறது.

இதுவரை காலமும் இலங்கையில் கொல்லப்பட்ட மற்றும் காணாமல்போன ஊடகவியலாளர்கள், எழுத்தாளர்களின் எண்ணிக்கை மிக அதிகம். ஜனவரி 2006இலிருந்து டிசம்பர் 2008 வரை 20 ஊடகவியலாளர்கள் கொல்லப்பட்டிருக்கிறார்கள். இவர்களுள் மிகப் பெரும்பாலானோர் இலங்கை அரசப் படைகளாலும் இலங்கை அரசின் கொலைக் குழுக்களாலும் கொல்லப்பட்டவர்கள். 20க்கும் மேற்பட்ட அனுபவம்வாய்ந்த ஊடகவியலாளர்கள் அரசியல் தஞ்சம் கோரி வேறு நாடுகளுக்குச் சென்றுவிட்டார்கள். ஊடகவியலாளர்களுக்கு மிகவும் ஆபத்தான நாடு என்ற வரிசையில் முதல் இரண்டு இடங்களிலும் இருப்பவை ஈராக்கும் இலங்கையும்தான். காணாமல் போனோர் எண்ணிக்கையிலும் உலகின் முதலிடத்தில் இரண்டு இடங்களிலும் இருப்பவை இலங்கையும் ஈராக்கும்தான். எல்லைகளற்ற செய்தியாளர்கள் (Reporters Sans Frontiers) அமைப்பு ஆண்டுதோறும் வெளியிட்டு வருகின்ற ஊடக சுதந்திர சுட்டெண் (Press Freedom Index) வரிசையில் 169 நாடுகளில் இலங்கை 153ஆம் இடத்தில் இருக்கிறது. இலங்கையை விட மிக அதிகப்படியான ஊடக சுதந்திரம் சவூதி அரேபியாவிலும் சிம்பாவேயிலும் கிர்க்கிஸ்தானிலும் இருக்கிறது என ஸிஷிதி தெரிவிக்கிறது.

கடந்த இரண்டு ஆண்டுகளிலும் குறிப்பாக இப்போதைய அரச அதிபர் மகிந்த ராஜபக்ச ஆட்சிக்கு வந்த பிற்பாடும் ஊடகவியலாளரதும் ஊடக சுதந்திரத்தினதும் நிலை பல மடங்கு மோசமாகிவிட்டது. இலங்கையின் வானொலி, தொலைக்காட்சி, அச்சு ஊடகங்களில் பெரும்பான்மையானவை அரசக் கட்டுப்பாட்டில் இயங்குபவை. எனினும் தனியார் வானொலி, தொலைக்காட்சி, செய்தித்தாள்கள் இயங்கி வந்துள்ளன. போர்ச் செய்திகள், சிறுபான்மை மக்களது உரிமைகள் என்பவற்றைப் பொறுத்தவரை ஆங்கில, சிங்கள மையநீரோட்ட ஊடகங்கள் எல்லாவகையான இலங்கை அரசுகளுக்கும் மிகுந்த விசுவாசமாகவே எப்போதும் தொழிற்பட்டு வந்துள்ளன. ஐக்கிய தேசியக் கட்சி ஆட்சியில் இல்லாத காலங்களில் மட்டும் சண்டே லீடர் சற்று விதிவிலக்காக இருந்தது என்று சொல்லலாம்.

மகிந்த ராஜபக்சவின் அரசில் ஊடகவியலாளர்களின் சுதந்திரம் ஒட்டுமொத்தமாகப் பறிக்கப்பட்டு விட்டது. நேரடியான தணிக்கைமுறை பெருமளவுக்கு இல்லாவிட்டாலும் பத்திரிகை ஆசிரியர்களையும் ஊடகவியலாளர்களையும் நேரடியாகவே எச்சரிப்பது, அச்சமூட்டுவது ஆகிய நடவடிக்கைகளால் ஊடகத் துறைக்குப் பெரும் வாய்ப்பூட்டுப் போடப்பட்டுள்ளது. போரைப் பற்றிய தகவல்களையும் இராணுவத்தின் “குரல் தரவல்ல அதிகாரி” அவ்வப்போது தருகிற செய்திகளையும் மட்டும்தான் இலங்கை ஊடகவியலாளர்கள் எழுத வேண்டும் பிரசுரிக்க வேண்டும் என்ற நிலை இப்போது உள்ளது. இவற்றைச் சற்று மீறினாலும் ஊடகவியலாளர்கள் கொல்லப்படுகிறார்கள் (லசந்த விக்ரமதுங்க) அல்லது அடித்து நொறுக்கப்படுகிறார்கள் (கீத் நொயார் - நேசன் ஆங்கில வாரஇதழ் போரியல் ஆய்வாளர்) அல்லது நாட்டைவிட்டு வெளியேறுகிறார்கள் (ரோஹித பாசண ஹிரு பத்திரிகை ஆசிரியர், நடராசா குருபரன், சூரியன் திவி செய்தி முகாமையாளர்).

பிரபல ஆங்கிலப் பத்திரிகையான சண்டே ரைம்ஸ்இன் பத்தி எழுத்தாளரும் போரியல் ஆய்வாளருமான இக்பால் அத்தாஸ் சென்ற வாரம் நாட்டைவிட்டு வெளியேறியுள்ளார். அத்தாஸ் இலங்கை ஊடகங்களுக்கு மட்டுமல்லாமல் வெளிநாட்டு ஊடகங்களுக்கும் Jane's Defence Weekly போன்ற சஞ்சிகைகளுக்கும் தொடர்ச்சியாக எழுதி வருபவர். ஊடகத் துறைக்காகச் சிறப்புப் பரிசுகள் பல பெற்றவர். இக்பால் அத்தாஸ் இலங்கைப் படையினருக்கும் அவர்களுடைய போருக்கும் ஆதரவான ஒரு ஊடகவியலாளர்தான். போரில் அரசு வெல்ல வேண்டும் என்பது அவரது விருப்பம் மட்டுமல்ல அவருடைய வேண்டுகோளுமாகும். எனினும் போர் நிலவரங்கள் பற்றியும் இரு தரப்புக்கும் ஏற்பட்டு வருகின்ற இழப்புகள் பற்றிச் சரியான விடயங்களை இயன்றவரை முழுமையாகவும் உண்மையாகவும் எழுத முயல்பவர் அவர்.

“பலியாகிவருகின்ற இராணுவத்தினரின் எண்ணிக்கை மிக அதிகம் எனினும் அந்த எண்ணிக்கையை என்னால் குறிப்பிட முடியாமல் இருக்கிறது. அதற்கான காரணம் வாசகர்களுக்குப் புரியும்” என்று எழுதியமைக்காகவே நாட்டைவிட்டு விரட்டப்பட்டுள்ளார். தன்னுடைய 40 வருட கால ஊடகத் துறை வாழ்வில் இவ்வளவு மோசமான நிலையைத் தான் ஒருபோதுமே சந்தித்திருக்கவில்லை. இவ்வளவு பயங்கரமான அச்சத்திற்கும் தான் இதுவரை ஆட்பட்டதில்லை என்றும் சொல்கிறார் இக்பால் அத்தாஸ்.

ஈழத்தமிழர்களின் மீது கட்டவிழ்த்துவிடப்பட்டிருக்கும் இந்தப் போர் உலக அளவில் மறக்கப்பட்ட ஒன்றாகும். கொல்லப்படுவோர் எண்ணிக்கையிலும் மானிட அவலத்திலும் உலகின் மிக மோசமான போர் என்று சர்வதேசத் தொண்டு நிறுவனங்களாலும் மனித உரிமை அமைப்புகளாலும் வர்ணிக்கப்படும் இந்தப் போர் பற்றிய சரியான விவரங்களையும் பொதுமக்களுக்கு ஏற்படும் பாரிய இழப்புகள் பற்றிய தகவல்களையும் களத்திலிருந்தும் தளத்தில் இருந்தும் தருவதற்கு எந்தச் சர்வதேச ஊடகமும் இல்லை.

ஊடகவியலாளர்களையும் தொண்டு நிறுவனங்களையும் ஐக்கிய நாடுகள் ஸ்தாபனங்களையும் போர்ப் பகுதிகளிலிருந்து அரசாங்கம் எப்போதோ வெளியேற்றிவிட்டது. எந்த ஊடகவியலாளருமே அங்கே செல்வதற்கு அரசாங்கம் தடைவிதித்திருக்கிறது. உடன்படுகையாளர்களாகக்கூடப் பத்திரிகையாளர்கள் அங்கு இல்லை.

இந்த நிலையில் இப்போது உக்கிரமாக இடம்பெற்று வரும் வன்னிப் போர் குறித்து இந்தியாவின் ஆங்கில ஊடகங்களும் சர்வதேசச் செய்தி நிறுவனங்களான ஏ.பி,ஏ.எப்.பி, ரொய்ட்டர் போன்றவையும் தருகிற “தகவல்கள்” நிதானமாகச் சிந்திக்கிற எந்த வாசகரையும் ஊடகவியல், செய்தி அறிக்கையிடல், ஊடகவியல் அறம் பற்றிய கேள்விகளை உரத்த குரலில் எழுப்பத் தூண்டும்.

இதுவரை காலப் போரில் கொல்லப்பட்டவர்களின் எண்ணிக்கை 70,000 என்பதே இந்த நிறுவனங்களின் கணக்கீடு. கடந்த பல ஆண்டுகளாக மாறாமல் இருந்துவந்த 65,000 என்பது இப்போது சற்றுக் கூடியுள்ளது. எனினும், Harvard Medical School, Washington University ஆய்வாளர்களின் தகவலின் படி (Ziad Obermeyer, Christopher J.L. Murray, Emmanuela Gaidou) இதுவரையான மோதல்களில் 2,15,000 பேர் கொல்லப்பட்டுள்ளனர். 24,000 புலிகளையும் அதே எண்ணிக்கையான படையினரையும் விட்டுவிட்டால் மற்றைய அனைவரும் பொதுமக்கள்தான். எனினும், இனத்துவ முரண்பாட்டின் மூலம், உண்மைத் தகவல்கள், பின்னணி பற்றியெல்லாம் எந்த அக்கறையும் இல்லாத சோம்பேறிப் பத்திரிகையாளர்களும் அவர்களுடைய அசையாப் புள்ளிவிவரங்களும்தான் பெரும் செய்தி நிறுவனங்களின் மையம்.

இலங்கையின் வடக்கு, கிழக்குப் பகுதிகளுக்குச் சுதந்திரமாகப் போய்வர எத்தகைய தடைகளும் இல்லாத காலத்திலும்கூட ஊடகவியலாளர்கள் பலர் இப்பகுதிகளுக்குச் செல்வதில்லை. கொழும்பின் சொகுசான குடியிருப்புகளில் வாழ்ந்தபடி இராணுவத்தின் குரல் தரவல்ல அதிகாரிகள் சொல்வதை அப்படியே திருப்பி எழுதி அனுப்பிவிடுவதே வழமையாக இருந்து வருகிறது. வாய்பாடுபோல ‘இப்படி இராணுவம் சொல்கிறது’ என்ற ஒரு வரியைச் சேர்த்துவிடுவது மட்டும் ஊடக அறத்தை நியாயப்படுத்தும் என்பது அவர்களின் நம்பிக்கையாக இருக்கிறது. எனினும் இது போன்ற பத்திரிகைகளும் வேறு பல இணையதளங்களும் இராணுவம் தருகின்ற செய்திகளை அப்படியே எழுதிவிடுவது மட்டுமன்றி அவற்றின் செய்தித் தலைப்புகள்கூட இலங்கை இராணுவத்தின் தகவல் அடிப்படையிலேயே எழுதப்படுகின்றன. ஈராக் யுத்த காலகட்டங்களில் ஊடகத் துறையைக் கட்டுப்படுத்தவும் உடன்படுகையாளர்களாகவும் மாற்றுவதற்கு என்னென்ன முயற்சிகளை எல்லாம் செய்ததோ அதே முயற்சிகளையும் அதே நடவடிக்கைகளையும் நாங்கள் இப்போது பார்க்க முடிகிறது. ஊடகத் துறையின் அடிப்படையான அறமான செய்தி மூலங்களைச் சரிபார்த்தல் மீளவும் மீளவும் உறுதிப்படுத்தல், பக்கச்சார்பின்மை, பொதுமக்களின் நலன் போன்றவை காற்றில் பறக்கவிடப்படுகின்றன.

இந்தியாவின் ஆங்கில ஊடகங்களைப் பொறுத்த வரை ஹிண்டு ஆங்கில நாளிதழ் இலங்கைப் போர் பற்றியும் ஈழத்தமிழர்களின் தேசிய இனச் சிக்கல் பற்றியும் தருகிற செய்திகளும் வெளியிடும் கருத்துகளும் கட்டியெழுப்பும் மாயைகளும் ஊடக அறத்தைக் குரூரமான களிப்போடு மீறுகிற ஒரு நடவடிக்கையாக இருக்கிறது. ஹிண்டு பத்திரிகையின் இந்த நிலைப் பாட்டுக்கு நீண்ட வரலாறு இருந்தாலும் அண்மையில் இடம்பெற்ற இரண்டு நிகழ்வுகள் பற்றிக் குறிப்பிட வேண்டியிருக்கிறது.

கிளிநொச்சியை இலங்கைப் படையினர் ஆக்கிரமித்த பிற்பாடு இலங்கையின் தெற்குப் பகுதிகளில் நடைபெற்ற கொண்டாட்டங்களையும் களிக்கூட்டுகளையும் வரவேற்றுப் பேசிய அதிபர் மகிந்த ராஜபக்ச “தமிழ் பொதுமக்கள் ஒருவரையாவது கொல்லாமலேயே இந்தச் சாதனையை நாம் நிகழ்த்தியிருக்கிறோம்” என்று குறிப்பிட்டார். கிளிநொச்சி வெற்றிக்குப் பிற்பாடு இலங்கை அதிபரோடு தொலைபேசியில் பேட்டி கண்ட என்.ராம் அவர்களிடம் இலங்கை அதிபர் இதே கருத்தைத் தெரிவித்திருந்தார் “அப்பாவிப் பொதுமக்கள் ஒருவரையாவது கொல்வதில்லை” (zero civilain casualty policy) என்பதே எனது கொள்கை என மீண்டும் வலியுறுத்தினார் இலங்கை அதிபர். ஏராளமான பொதுமக்களும் குழந்தைகளும் கொல்லப்பட்டமையும் ஆயிரக்கணக்கானோர் படுகாயமடைந்தமையும் மருத்துவ வசதிகளின்றி நூற்றுக்கணக்கானோர் இறந்தமையும் பரவலாக எல்லோருக்கும் தெரிந்த செய்தி என்றாலும் இவை பற்றிய எந்த உணர்வுமில்லாது இலங்கை அதிபரின் கருத்தை ஆமோதிக்கும் வகையில் ஹிந்து நாளிதழ் செய்தியைப் பிரசுரித்திருந்தது. கொல்லப்பட்டவர்களில் எவருமே பொது மக்கள் அல்ல என்று வாதிடுவதானால் எல்லாப் பொதுமக்களும் புலிகள்தாம் என்பதைவிட வேறு தர்க்கம் இருக்க முடியாது. இலங்கை அதிபரும் இலங்கை அரசும் இந்த நிலைப்பாட்டில் இருப்பது பற்றி எவருக்கும் சந்தேகம் இருக்கத் தேவையில்லை. ஆனால் பொறுப்பான ஊடகங்கள் என்று பெயரெடுத்தவை இப்படிச் செய்ய முடியுமா?

இலங்கையில் சுதந்திர ஊடக இயக்கம் என்பது ஊடக சுதந்திரத்திற்காகப் போராடுகின்ற ஒரு முக்கியமான அமைப்பாகும். இதனுடன் சேர்ந்து இயங்கும் அமைப்புகளான உழைக்கும் பத்திரிகையாளர் சங்கம், தமிழ் ஊடகவியலாளர் ஒன்றியம், முஸ்லிம் மீடியா போரம், ஊடகத் தொழிலாளர்களுக்கான தொழிற்சங்கங்களின் கூட்டமைப்பு என்பன ஊடக சுதந்திரத்தை முன்னெடுப்பதற்காகத் தொடர்ச்சியாக நடாத்திவந்த போராட்டங்கள் மிகவும் துணிச்சலானவை மட்டுமல்ல, உலகளாவிய ஆதரவையும் பெற்றுவருபவை. மகிந்த அரசு பதவிக்கு வந்த பிற்பாடு சிறிலங்கா மாஸ் மீடியா சொசைற்றி (Sri Lanka Mass Media Society) என்னும் அமைப்பைத் தோற்றுவித்தது. அரசினதும் ஆளுங்கட்சியினதும் எடுபிடிகளாலும் அடிவருடிகளாலும் தொண்டரடிப் பொடிகளாலும் உருவாக்கப்பட்ட இந்த அமைப்பு நவம்பர் 2008இல் ஒரு விருது விழாவை நடாத்தியது. அந்த விருது விழாவில் மிகச் சிறந்த இலங்கைப் பத்திரிகையாக சண்டே ரைம்ஸ் தேர்ந்தெடுக்கப்பட்டது. ஆசியாவில் சிறந்த ஊடகவியலாளர் என்ற விருது என். ராமுக்கு வழங்கப்பட்டது. சண்டே ரைம்ஸ் வார இதழ் இந்த விருதை வாங்க மறுத்ததோடு அரசாங்கத்துடன் சேர்ந்து இயங்குகின்ற எந்த ஊடக நிறுவனமும் தருகிற விருதை ஏற்றுக்கொள்ளத் தயாராக இல்லை என்றும் ஊடகவியலாளர்மீது நடைபெறும் தாக்குதல்களை மூடிமறைப்பதற்காகவே இந்த விழாவும் விருது வழங்கலும் நடைபெறுகின்றன என்று காட்டமாக விமர்சித்திருந்தது. ஆனால் தனக்கான விருதை நேரில் சென்று பெற்றுக்கொண்டது மட்டுமல்லாமல் “சமாதான முன்னெடுப்புகளில் ஊடகத் துறையின் பொறுப்பு” என்னும் பொருள் பற்றிப் பேருரை ஆற்றினார் என். ராம். தாராளவாத ஜனநாயகத்தின் ஊடக முகத்திற்கும் இரட்டை நிலைப்பாட்டிற்கும் இதைவிடச் சிறப்பான தற்கால எடுத்துக்காட்டுகள் வேறு எதுவும் இருப்பதாகத் தெரியவில்லை.

படுகொலைகளுக்கும் சித்திரவதைகளுக்கும் அப்பால் இலங்கையின் ஊடகச் சூழல் சார்ந்து இன்னுமொரு முக்கியமான கேள்வியையும் நாங்கள் எழுப்ப வேண்டியிருக்கிறது. ஒரு ஊடகவியலாளர் கட்சி சார்ந்து அல்லது அரசு சார்ந்து அல்லது இயக்கம் சார்ந்து செயற்படுகிறபோது அவர் கொல்லப்பட்டால் அல்லது காணாமல் போனால் அதனை நாங்கள் எப்படி அணுகுவது?

சின்ன பாலா என்றழைக்கப்படும் பாலநடராஜ ஐயர் முன்னாள் ஈரோஸ் போராளி, எழுத்தாளர், இளையவன் என்ற பெயரில் பல நல்ல சிறுகதைகள் எழுதியிருப்பவர். பிற்பாடு டக்ளஸ் தேவானந்தா தலைமையில் இயங்குகின்ற ஈபிடிபியின் வார இதழான தினமுரசுக்குப் பொறுப்பாக இருந்தவர். இவர் விடுதலைப் புலிகளால் 2004 ஒகஸ்ட் மாதம் கொழும்பில் சுட்டுக் கொல்லப்பட்டார்.

2007 நவ. 27 அன்று புலிகளின் குரல் வானொலி நிலையத்தை இலங்கை விமானப்படை குண்டு வீசித் தாக்கியபோது இசைவிழி செம்பியன், ரி. தர்மலிங்கம், சுரேஸ் என்ற மூன்று ஊடகவியலாளர்கள் கொல்லப்பட்டார்கள்.

இவர்களைவிடக் கேதீஸ் லோகநாதன் (சத்யா என்ற பெயரில் பத்தி எழுத்தாளராக இருந்தவர்; மாற்றுக் கொள்கைகளுக்கான நிலையத்தில் பணிபுரிந்து பின்னர் இலங்கை அரசின் சமாதானச் செயலகத்தில் உயர் பதவியில் சேர்ந்தவர்) போன்ற பலர் கொல்லப்பட்டுள்ளனர்.

தங்களுடைய அமைப்புக்குச் சாதகமாகச் செயல்பட்டவர்கள் அல்லது தங்களது அமைப்பை ஆதரித்தோர் என்ற காரணங்களுக்காக மட்டுமே சில ஊடகவியலாளரின் படுகொலைகளைக் கண்டிப்பதும் ஏனைய படுகொலைகளையிட்டு மௌனமாக இருப்பது அல்லது நியாயப்படுத்துகிற ஒரு போக்கு நம் மத்தியில் ஆழமாக இருக்கிறது. அல் ஜசீரா மீதான அமெரிக்காவின் தாக்குதல்கள், பலஸ்தீன ஊடகத் துறையின் மீதான இஸ்ரேலின் தாக்குதல்கள் போன்றவற்றைக் காரணம் காட்டி இவையெல்லாம் தவிர்க்க முடியாதவை என்று அமைதிகொள்ள முடியாது.

எந்த அமைப்பு சார்ந்து இருந்தாலும் ஊடகவியலாளர்களின் படுகொலை அனுமதிக்கப்பட முடியாதது. நியாயப்படுத்தப்பட முடியாதது. இது பொதுவான அரசியல் அறத்தின்பால்பட்டது மட்டுமல்ல, போர் அறத்தின்பால்பட்டதுமாகும். தமிழீழத் தேசியத்தை உணர்வுபூர்வமாக வலியுறுத்துபவர்களும் விடுதலைப் புலிகளை விமர்சனமற்று ஆதரிப்பவர்களும் நிமலராஜன், நடேசன், சிவராம் ஆகிய ஊடகவியலாளர்களின் கொலைகளைப் பற்றி மிகுந்த கண்டனம் தெரிவித்தார்கள். நிமலராஜனும் நடேசனும் சிவராமும் ஒரு வகையில் ஈழத்தமிழ்த் தேசியத்தின் ஊடகத் தியாகச் சின்னங்களாக மாறி விட்டார்கள். விடுதலைப் புலிகளாலும் ஏனைய இயக்கங்களாலும் கொல்லப்பட்ட பத்திரிகையாளர்கள், எழுத்தாளர்களைப் பற்றி இவர்கள் கண்டுகொள்வது கிடையாது. மறுபுறமாக விடுதலைப் புலிகளுக்கு எதிராக அரசாங்கத்துடன் இணைந்து செயற்படுகிற கட்சிகளும் அமைப்புகளும் புலிகளால் கொலை செய்யப்பட்ட ஊடகவியலாளர்களை மட்டும் தமது தியாகச் சின்னங்களாக உயர்த்திப் பிடிக்கிறார்கள். மற்ற தரப்பையும் மாற்றுத் தரப்பையும் சேர்ந்த ஊடகவியலாளர்களைக் கொல்வது அல்லது அவர்கள் கொல்லப்படும்போது அதை நியாயப்படுத்துவது வழமையாகிவிட்டது.

ஊடகவியலாளர்கள் என்ற முறையில் எத்தரப்பைச் சார்ந்த ஊடகவியலாளர்களும் கொல்லப்படுகிறபோது அல்லது காணாமல்போகிறபோது அதற்கெதிராகக் குரல் எழுப்ப வேண்டிய தார்மீகப் பொறுப்பு எல்லா ஊடகவியலாளர்களுக்கும் இருக்க வேண்டும். இது இலட்சியம் சார்ந்த நிலைப்பாடு மட்டுமல்ல அரசியல் கடப்பாடும் ஆகும்.

இலங்கைச் சூழலில் இப்போது இவற்றை எதிர்பார்ப்பவர்கள் யாராவது இருக்கிறார்களா?
